National Assembly Speaker Faces No Confidence Motion Amid Corruption Allegations

The Acting Speaker of the National Assembly, Lechesa Tsenoli, has provisionally approved a request by the Democratic Alliance (DA) to table a motion of no confidence. This unprecedented measure targets the incumbent Speaker, Nosiviwe Mapisa-Nqakula of the African National Congress (ANC), amid serious allegations of corruption and money laundering.

Lechesa Tsenoli finds himself in the role of Acting Speaker after Mapisa-Nqakula decided to take special leave last week. The allegations that led to this temporary transfer of power are grave; they accuse Mapisa-Nqakula of soliciting bribes while she served as South Africa’s defence minister.

DA Chief Whip, Siviwe Gwarube, spearheaded the call for Mapisa-Nqakula’s removal. The dramatic developments followed a raid at her residence in Bruma, Johannesburg, which saw the execution of a search and seizure warrant.

Amid rising pressure, Mapisa-Nqakula turned to the high court last week in an attempt to interdict the National Prosecuting Authority’s Investigating Directorate from detaining her. The court withheld its decision on Monday, leaving her political fate hanging in balance.

According to Tsenoli, the DA’s proposal to discuss improper conduct satisfies both the guidelines of the National Assembly and the expectations of the South African Constitution. However, the scheduling of this discussion for a date remains pending as it necessitates further dialogue with Pemmy Majodina, the chief whip of the ANC.

Further, Tsenoli noted his obligation to confer with the ANC chief whip about the motion, adhering to the standard rules to ensure the matter is afforded the appropriate level of attention.

Tuesday’s parliamentary session kicked off with a notable acknowledgment from Tsenoli, who disclosed a letter from Mapisa-Nqakula to the members. In it, she officially communicated her decision to take special leave, a step taken purportedly to safeguard the sanctity of the National Assembly during the unfolding investigations and her contemplated arrest in the forthcoming week.

“I’m aware of the implications such an investigation may have on me, my work, and the office I occupy. It’s for this reason, after serious consideration, that I felt it necessary that I should take special leave of absence to protect the integrity and functioning of the institution of Parliament,” Mapisa-Nqakula expressed in her communique.
