Mxolisi Dukwana, the current ANC Free State Provincial Chairperson, has been elected as the new Speaker of the Free State Legislature. The election took place on Wednesday, 26 May 2024, following Zanele Sifuba’s resignation from the Speaker role to take up her new position as MEC for Sports, Arts, Culture, and Recreation.

Key Points:

  1. Nolitha Ndungane, ANC Free State PEC member, was elected as Deputy Speaker.
  2. Thabo Meeko, former MEC for DESTEA, is now Chairperson of Committees.
  3. Oupa Khoabane, ANC PEC member and former MEC, was elected as Chief Whip.

These changes come after Deputy Speaker Mantlhake Julia Maboya and Chairperson of Committees Monyatso Mahlatsi were appointed to significant roles within the Executive Council by Premier Maqueen Letsoha-Mathae, creating multiple vacancies in the legislature.

Free State High Court Judge Musi conducted the election for the new Speaker, as designated by the Chief Justice, in accordance with Section 111(2) of the Constitution of the Republic of South Africa.

In his acceptance speech, Dukwana emphasised the importance of unity and service to the people, stating, “We are joined together not by our own will, but by the will of the people.” He called for effective oversight and accountability to address key challenges facing the province, including high unemployment, poverty, job creation, and improved service delivery.

Dukwana’s election follows an intervention by senior ANC leaders at Luthuli House, including Deputy President Paul Mashatile. This move came after Dukwana lost the race for the premier position, with top ANC officials promoting Maqueen Letsoha-Mathae as premier following candidate interviews earlier this month.

The ANC in the Free State has dismissed concerns about potential “two centres of power”, insisting that the party remains the sole centre of power in the province.
