Cooperative Governance and Traditional Affairs (CoGTA) Minister Velenkosini Hlabisa has underscored the critical role of fire services in creating safe and resilient communities. Speaking at the National Fire Services Indaba, held in George, Western Cape, last week, the Minister highlighted the growing challenges posed by rapid urbanisation, climate change, and evolving socio-economic dynamics, emphasizing the need for modernised, proactive fire services in South Africa.

The annual two-day indaba, convened under the theme: “Repositioning Fire Services in South Africa,” focused on the need for a comprehensive overhaul of fire services to meet the country’s dynamic needs.

“The repositioning entails a comprehensive review and overhaul of fire services to ensure effective integration into the national disaster management system, with an enhanced focus on prevention, preparedness, and multi-hazard response capabilities,” said Hlabisa.

Progress on Legislative Reform

A significant topic of discussion was the progress made in reviewing the Fire Brigade Services Act, 1987, which is undergoing modernisation to address legislative gaps and adapt to current challenges.

Minister Hlabisa provided updates on the draft Fire Services Bill, which is now with the Office of the State Law Advisor for certification before entering the public comment and Parliamentary phases. The bill builds on the foundation of the White Paper on Fire Services, promulgated in 2020, and seeks to create a regulatory framework that is both modern and inclusive.

“This legislation aims to address current legislative gaps and create a regulatory framework that is both modern and inclusive,” Hlabisa said.

In response to the emergence of private fire services, a draft proposal to amend existing legislation has also been developed. Presented to the National Fire Services Advisory Committee in September, the proposal will soon be open for public consultation to ensure inclusive participation in shaping the sector’s regulatory landscape.

Revival of the Fire Brigade Services Board

Another milestone announced at the indaba was the decision to revive the Fire Brigade Services Board, which has not been active since 2008. Minister Hlabisa emphasized the Board’s crucial role in addressing the increasing complexity of fire-related challenges, including wildfires exacerbated by climate change and urban fire risks.

“With the increasing complexity of fire-related challenges, from wildfires driven by climate change to urban fire risks, the Board’s role in ensuring a cohesive and responsive fire service cannot be overstated.”

Drivers for Change and Reform

Minister Hlabisa pointed to key factors driving reform in the fire services sector, including:

• Technology integration to improve response and operational efficiency.
• Funding diversification to ensure sustainable operations.
• Capacity building to address skill shortages and enhance service delivery.
• Workforce development to prepare for emerging challenges.

These reforms are vital as fire services navigate the demands of the 21st century, particularly in a country facing the dual pressures of urban and rural fire management.

Tribute to Fallen Firefighters

The Minister paid tribute to firefighters who have lost their lives in the line of duty, acknowledging their bravery and dedication:

“Their exceptional bravery will always be remembered, resonating in the hearts of those they served. Through their selfless actions, they have left a legacy that will continue to inspire and touch the lives of many.”

Support for Fire Services and Community Engagement

The indaba also served as a platform for dialogue and collaboration among stakeholders. Delivering the opening remarks, the Mayor of George, Jackie von Brandis, emphasized the importance of the indaba in fostering peer learning and collaboration.

Councillor Mluleki Nkosi, representing the South African Local Government Association (SALGA), called for further discussions on the National Fire Services Strategic Roadmap 2030, which outlines the future vision for fire services in South Africa.

Nkosi Minenkulu Joyi, of the National House of Traditional and Khoisan Leaders, stressed the importance of empowering communities, particularly those in traditional and rural areas, to take a proactive role in fire safety and resilience.

Immediate Resolutions

The indaba concluded with a set of immediate resolutions, including:

1. Finalisation of legislative reforms to modernise the Fire Brigade Services Act and related laws.
2. Inclusive consultations over the next three months to gather input from all stakeholders.
3. Adoption of climate-smart operations to enhance resilience against climate change impacts.
4. Empowering vulnerable communities, including traditional and rural areas, to build resilience and adapt to fire risks.
