In a recent development in South Africa’s pursuit of reducing unemployment and bolstering skill development among the youth, Employment and Labour Minister Thulas Nxesi has issued a stern warning to service providers of the Labour Activation Programme (LAP).

During his keynote address in Kimberley, Northern Cape, Nxesi emphasized a no-compromise approach on performance, stating unmistakably that service providers would not receive payment sans rigorous evaluation of their work.

“The department expects delivery, compliance with contractual obligations, professionalism, quality work, measurable outputs and impactful interventions from you,” the Minister articulated, underlining the expectations set by the government for service providers involved in the LAP. This announcement was made during the newly launched Labour Activation Programme’s inauguration on Friday, which aims to train over 23,000 young individuals across various sectors.

Eight service providers have willingly committed to the programme, undertaking the responsibility to skill-up the youth in diverse fields such as agriculture, construction, hospitality, security, energy, call centres, and entrepreneurship. With a generous fund of R558 million allocated for the training initiatives, the project represents a significant investment towards enriching the South African workforce.

In his address, Nxesi also shared insights into the department’s comprehensive strategy to overhaul its service delivery mechanisms. With particular reference to the Unemployment Insurance Fund and the Compensation Fund, Nxesi unveiled ongoing reforms based on independent assessments aimed at enhancing efficiency and innovation within these entities. He affirmed, “This includes an established project management office to monitor projects, enforce contracts and evaluate outcomes,” indicating a structured approach to ensuring accountability and effectiveness in implementation.

The visit to the Jobs/Careers Fair at Galeshewe Stadium post the LAP launch heralded a practical step towards connecting job seekers with opportunities. Here, Nxesi encouraged attendees to proactively engage with the Employment Services of South Africa database for potential job placements and apprenticeships. The fair, attended by a multitude of aspirants from adjacent communities, served as a bridge between job seekers and employers, reinforcing the government’s commitment to tackling unemployment head-on.

Moreover, the Minister took this opportunity to caution job seekers against fraudulent employment offers and urged them to report any suspicious activities. This proactive stance against exploitation is a testament to the government’s dedication to safeguarding its citizens’ interests.
