Pretoria, 5 July 2024 – Minister in the Presidency, Khumbudzo Ntshavheni, has outlined the process that the Government of National Unity (GNU) will follow to set the government’s priorities and programme of action for the seventh administration. This announcement comes in the wake of the swearing-in ceremony of the new National Executive members on Wednesday, 3 July 2024.
During a media briefing on Thursday, Minister Ntshavheni explained that the government’s priorities and programme of action will be detailed in the Medium-Term Strategic Framework (MTSF). Unlike previous frameworks guided by the governing party’s manifesto, this MTSF will be unique, reflecting the manifestoes of the 11 parties that make up the GNU.
Collaborative Approach
To honour the signed Statement of Intent by GNU parties, the Forum of South African Directors-General (FOSAD), led by the Director-General in The Presidency, is analysing these manifestoes. The goal is to create a cohesive proposal for the Cabinet Lekgotla, scheduled for 11-12 July.
After thorough scrutiny, the Directors-General will submit their proposals for consideration. Minister Ntshavheni emphasised that the National Development Plan (NDP) will serve as the ultimate “filter” to determine government priorities.
“The choice of priorities is guided by their alignment with the goals of the National Development Plan (Vision 2030), adopted by Parliament in 2012. This plan aims to deliver a better South Africa by 2030,” said Ntshavheni.
Key Milestones
The two-day Lekgotla will deliberate on the Directors-General’s proposals, after which the government’s programmes and priorities will be announced.
“The adopted programme of action (MTSF) will be announced by the President at the Opening of Parliament on Thursday, 18 July 2024,” Ntshavheni stated. “Following the MTSF adoption, individual departments will develop their Strategic Plans and Annual Performance Plans to implement MTSF targets.”
Departments will present their plans to Parliament and the Department of Planning, Monitoring and Evaluation (DPME) for oversight. The National Treasury will fund these initiatives through the National Budget, which Parliament will table and approve.
Monitoring and Accountability
The DPME will oversee and report on the MTSF’s implementation and the Annual Performance Plans. These reports will be submitted to both the President and the Cabinet to ensure alignment and performance.
“As we are in a GNU, the decisions we collectively agree on as the programme of action is the government’s programme of action. We are collectively responsible for implementing that programme,” Ntshavheni reiterated. “As we go into government, we do not wear a party cap, but a government cap.”
Transition of Ministers
Minister Ntshavheni also addressed the transition from the sixth to the seventh administration. She clarified that when the President of the seventh administration took the Oath of Office, the Ministers of the sixth administration ceased to hold their positions.
“This means all executive authority powers reverted to the President. No Minister of the sixth administration could make any official commitments after the President took his oath,” Ntshavheni explained. “Similarly, the new Ministers only assumed office on 3 July 2024, after taking their Oath of Office.”
