Communications and Digital Technologies Minister Solly Malatsi has pledged to reintroduce the South African Broadcasting Corporation (SABC) Bill after addressing concerns related to funding models and ministerial powers. This commitment follows his recent withdrawal of the bill, a move that sparked significant criticism from parliamentary members and political parties.
Background of the SABC Bill Withdrawal
On 10 November 2024, Minister Malatsi withdrew the SABC Bill, citing deficiencies in its current form, particularly regarding the absence of a “clear and credible” financial model for the public broadcaster. He emphasized that the bill did not adequately address issues surrounding the minister’s powers, which necessitated a reassessment before proceeding.

Parliamentary and Political Reactions
The withdrawal was met with strong opposition from various quarters:
• Portfolio Committee’s Response: Members of the parliamentary portfolio committee criticized Minister Malatsi for not consulting them prior to the bill’s withdrawal. They expressed concerns over the lack of communication and the potential implications for the legislative process.
• ANC’s Position: The African National Congress (ANC) communications study group in Parliament stated that by withdrawing the bill, Minister Malatsi was “essentially neglecting the time and over R20 million” spent on the legislative process, including public hearings.
• EFF’s Allegations: The Economic Freedom Fighters (EFF) condemned the withdrawal, alleging that the decision was influenced by “White Monopoly Capital” and aimed to favor private media corporations. They accused Minister Malatsi of undermining the SABC’s role as a public broadcaster and disregarding parliamentary procedures.
Minister Malatsi’s Clarification and Future Plans
In response to the backlash, Minister Malatsi clarified his intentions:
• Best Interests of the SABC: He reiterated that his decision was made with the public broadcaster’s best interests at heart, aiming to develop a sustainable funding model and ensure appropriate ministerial powers.
• Timeline for Reintroduction: Minister Malatsi committed to reintroducing the revised bill within the same financial year, ideally in the first half, given the urgency to find a solution for the SABC’s challenges.

Legal and Procedural Considerations
Minister in the Presidency, Khumbudzo Ntshavheni, weighed in on the matter, stating that Minister Malatsi did not have the authority to withdraw the SABC Bill without prior Cabinet approval. She emphasized that the bill was a product of the Cabinet and the executive, and any decision to withdraw it should have been made collectively.
