Minister Dean Macpherson Appoints Two New Members to the IDT Board Amid Governance Reforms

Public Works and Infrastructure Minister Dean Macpherson has appointed two new board members to the Independent Development Trust (IDT), reinforcing the government’s commitment to strengthening governance and transparency within the state entity.

The appointments of Matodzi Ratshimbilani and Derek Naidoo align with the Minister’s authority under the IDT’s Deed of Trust and are part of ongoing interventions to improve governance at the IDT.

Who Are the New Appointees?

Ratshimbilani brings 25 years of legal practice to the IDT Board. He holds a Baccalaureus Procurationis (B Proc) from the University of Limpopo and a Certificate in Business Management from the University of Johannesburg.

Over the years, he has worked with state-owned entities, including:

• Eskom
• South African Broadcasting Corporation (SABC)
• Industrial Development Corporation of South Africa Ltd (IDC)

In addition, he has served on several boards and regulatory bodies, including:

• State Information Technology Agency (SITA)
• Kouga Wind Farm Community Development Trust
• Railway Safety Regulator

Ratshimbilani’s legal and governance expertise is expected to bolster transparency and compliance within the IDT, particularly in project oversight and contract management.

Derek Naidoo – Infrastructure Development Specialist

Naidoo is a seasoned infrastructure and project management expert with experience in large-scale public sector projects.

His credentials include:

• Bachelor of Laws (LLB) – University of KwaZulu-Natal
• Certificate in Project Management

Naidoo served as Deputy City Manager of eThekwini Municipality for a decade, where he oversaw infrastructure projects worth R50 billion across various key sectors:

• Water and sanitation
• Electricity
• Transport
• Housing
• Solid waste management
• Procurement

He has also played leadership roles in the South African Local Government Association (SALGA), further solidifying his background in public sector service delivery and governance.

Why These Appointments Matter

Minister Macpherson emphasized that these appointments signal the government’s commitment to strengthening governance at the IDT, which has faced scrutiny over financial and operational mismanagement.

Macpherson on the Appointments:

“The IDT plays a crucial role in delivering social infrastructure across the country, and it is imperative that it has a well-functioning board to execute its mandate effectively. I look forward to these ministerial appointees enhancing transparency within the organisation so that we can urgently address any concerns.”

He also underscored the importance of restoring public confidence in the entity by finalizing outstanding financial statements, which have not yet been submitted for the past financial year.

Replacing Previous Members and Strengthening Oversight

Ratshimbilani and Naidoo replace two previous board members. The Minister expects further trustee recommendations from the IDT Board to fill any remaining vacancies, as stipulated by the Deed of Trust.

Broader Governance Interventions at the IDT

These appointments come as part of Minister Macpherson’s broader efforts to address governance concerns at the IDT and the Department of Public Works and Infrastructure.

PwC Investigation into PSY Oxygen Plant Tender

A key intervention currently underway is an independent forensic investigation by PwC into the PSY Oxygen Plant tender, which involved the appointment of two contractors who lacked SAHPRA registration.

The investigation will examine the circumstances surrounding the awarding of the tender and is expected to be completed within eight weeks.

Macpherson on the Investigation:

“As I have stated previously, we will not be deterred by public intimidation campaigns in our efforts to root out corruption and improve the operations of entities under the Department of Public Works and Infrastructure.”

A Step Toward a Corruption-Free Department

The Minister reaffirmed that these appointments align with his goal of creating a corruption-free Public Works Department and IDT, which will ultimately enhance service delivery and social infrastructure development across South Africa.

“I have no doubt that these appointments will contribute towards our goal of a corruption-free Department and IDT, enabling us to build a better South Africa,” Macpherson said.
