Free State – In a budget speech delivered on Thursday, 15 August 2024, MEC Mathabo Leeto announced significant increases in funding for services dedicated to the elderly and persons with disabilities. The Free State Department of Social Development will allocate substantial resources to enhance the well-being of these vulnerable groups, reflecting the government’s commitment to social care.
In her address to the Free State Legislature, MEC Leeto highlighted the pressing need to support the elderly population, noting that the department has partnered with 188 non-profit organisations (NPOs) to provide Community Based Support Services, Social Services, and Residential Care Services. A total of R58.803 million has been earmarked for these services in the current financial year, a clear indication of the department’s focus on the well-being of older persons.
Moreover, the department will continue its initiatives to promote “Active Ageing” through the Golden Games, with a dedicated budget of R3.4 million allocated for both Provincial and National Games. These events, which are crucial in fostering a sense of community and vitality among the elderly, will be supported by partnerships with the Office of the Premier, the Department of Health, and the Department of Sports, Arts, Culture, and Recreation.
MEC Leeto also addressed the concerning rise in elderly abuse within communities. To combat this, the department will implement various preventative programmes, integrating initiatives such as the “Molo Makhelwane” and “Bua Moahi” programmes to strengthen the protection of vulnerable older persons. These programmes aim to bolster moral regeneration, conflict management, and family values across communities, working in collaboration with other governmental departments.
The budget also includes provisions for persons with disabilities, with R3.470 million allocated to 24 Protective Workshops. These workshops are designed to equip persons with disabilities with essential skills, enabling them to become economically active while receiving necessary social support. Additionally, the department will fund 44 Day Care Centres for children with disabilities to the tune of R10.8 million, and increase the unit cost for children with disabilities in residential care facilities to R5 400 per child.
MEC Leeto underscored the importance of these allocations, stating that the department’s efforts are part of a broader strategy to ensure that every citizen, regardless of age or ability, is supported and empowered to lead a dignified life. “It is our collective responsibility to care for those who are most vulnerable among us,” she emphasised, reflecting the department’s dedication to enhancing social services across the province.
The budget speech has set a clear path forward for the Free State’s social development agenda, with a strong focus on inclusivity and support for the elderly and persons with disabilities. The increased funding and the introduction of targeted programmes are expected to make a meaningful difference in the lives of those who rely on these essential services.
This budget reflects not only a financial commitment but also a moral one, ensuring that the values of care, support, and empowerment are at the heart of the Free State’s social development strategy for the 2024/2025 financial year.
