Fikile Mbalula, Secretary General of the African National Congress, expressed his concerns at the National Dialogue on Coalition Governments held in Cape Town on Friday.
Mbalula argued that the current formula for allocating Proportional Representation (PR) seats in councils is fundamentally undemocratic and should be revised to better reflect the will of the people. He emphasized that the current system penalizes parties that have won more wards.
Additionally, Mbalula proposed amendments to the law to ensure that public administration remains impartial and unaffected by coalition deal-making and bargaining. He stressed the need for motions of no-confidence to be used responsibly and not as a means of abuse.
Transparency and accountability were key principles highlighted by Mbalula. He advocated for coalitions to provide quarterly reports and be accountable to the people in their jurisdiction, informing citizens about service delivery progress and milestones.
In cases where no party holds a clear majority (50% plus one), Mbalula suggested the introduction of the executive committee system through amendments to Section 12 Notices.
Mbalula also emphasized the importance of establishing an independent dispute resolution mechanism to address any conflicts that may arise among coalition partners.
The dialogue is convened by the Leader of Government Business, Deputy President Paul Mashatile.
“The two-day dialogue, themed ‘Working together to build strong and resilient democratic institutions to serve the people’, aims to lay a foundation for a National Framework on Coalition Governments, which will serve as a guide for effectively managing and navigating coalition governments where they become necessary,” the Presidency said in a statement.
