ANC Secretary General Fikile Mbalula

Johannesburg – The ANC Secretary General, Fikile Mbalula, addressed the media today, 29 July 2024, regarding the outcomes of recent National Disciplinary Committee (NDC) hearings. Mbalula confirmed the verdicts of the NDC proceedings against suspended ANC Mpumalanga Provincial Treasurer Mandla Msibi and former President Jacob Zuma.
On 23 July 2024, the ANC’s National Disciplinary Committee upheld the suspension of Mandla Msibi’s membership for one year. Msibi was found guilty of misconduct, including inciting a boycott against President Ramaphosa’s January 8 address.
In his address, Mbalula stated, “The African National Congress is a voluntary organisation whose membership, once taken up by an individual, comes with strict organisational discipline. The strictures of this organisational discipline are demanded from all of us without exception; regardless of rank, years of service or past records of leadership. For over a century, the ANC has weathered many storms and confronted challenging political moments by uncompromisingly asserting the principality of the organisation over and above the force of personality of any of its leaders or members.”
The ANC has faced various challenges where members’ actions conflicted with the party’s discipline and values. This experience has shaped the ANC’s constitution, outlining the political line for all members and providing a framework for recourse when members deviate from the strategic line and organisational discipline.
National Disciplinary Committee’s Verdict on Mandla Msibi
The NDC, chaired by Comrade Enver Surty, confirmed Msibi’s suspension. The committee’s decision came after an appeal hearing where Msibi’s misconduct was reviewed. The NDC found that Msibi had displayed utter disregard for the ANC, its President, and its Code of Conduct. The evidence showed that Msibi and other organisers of a planned boycott were defiant, not heeding calls from ANC leaders to reconsider their actions. The NDC concluded that the potential march would have severely damaged the ANC’s reputation and could have led to violent clashes.
Despite considering an improper splitting of charges, the NDC decided that the original sanction imposed by the Provincial Disciplinary Committee (PDC) was appropriate. Thus, Msibi’s one-year suspension remains effective.
National Disciplinary Committee’s Verdict on Jacob Zuma
In the case against Jacob Zuma, the NDC held a disciplinary hearing on 23 July 2024 and announced its verdict on 28 July 2024. Zuma was found guilty of prejudicing the ANC’s integrity by collaborating with the uMkhonto We Sizwe Party, which is not in alliance with the ANC. The NDC ruled that Zuma’s actions were contrary to the aims and objectives of the ANC, leading to his expulsion from the party.
“The charged member is expelled from the ANC. The charged member has the right to appeal to the National Disciplinary Committee of Appeal within 21 days,” stated Mbalula. Zuma has been accused of undermining the ANC and its values, campaigning against the party while claiming to retain his membership. His actions were deemed irreconcilable with the ANC’s organisational discipline and constitution.
Zuma’s Response and Legal Challenge
The Umkhonto We Sizwe Party (MK Party) has announced that Zuma will challenge the ANC’s disciplinary process following his expulsion. The MK Party expressed shock and dismay over the alleged leak of the NDC ruling. In a media statement released today, the MK Party said, “Umkhonto We Sizwe Party (MK Party), and on behalf of President Jacob Zuma, expresses profound shock and dismay upon learning from media sources about an alleged leak from the ANC National Disciplinary Committee. The leak pertains to a ruling that reportedly announces the expulsion of President Jacob Zuma. We can only confirm this as an act that appears to be a deliberate attempt by the ANC of Ramaphosa to undermine President Zuma.”
The MK Party criticised the disciplinary process as flawed and likened it to a “kangaroo court,” noting that Zuma and his representative, Tony Yengeni, were not informed of the ruling. They described the process as a violation of both the ANC Constitution and the Constitution of South Africa.
In response, Zuma will engage his legal team to determine the course of action and ensure justice. The MK Party asserted, “Umkhonto We Sizwe will not passively watch as these grave injustices against its leader unfold. President Zuma will engage his legal team to urgently determine the course of action and ensure that justice is served.”
