In a country still grappling with the deep scars of apartheid and colonialism, Gauteng Education MEC Matome Chiloane has emerged as a bold and visionary leader—one who sees education not merely as a policy portfolio, but as a moral imperative. His tenure has been marked by a relentless pursuit of equity, dignity, and excellence for the province’s most vulnerable learners.

A System on the Rise


Under Chiloane’s stewardship, Gauteng’s education system has achieved its highest matric pass rate since 1995—an impressive “88.4%” in 2024. Even more telling is the performance of “no-fee township schools”, which reached an “85.3% pass rate”, narrowing a gap that once symbolized entrenched inequality. These gains reflect not just statistical success, but a deeper shift in how the province values and invests in historically marginalized communities.

Budgeting for Transformation


In his 2025/26 budget vote, Chiloane tabled a record “R68 billion” allocation for education, framing it as a “compact with the future”. The budget supports over “2.83 million learners”, “104,804 educators”, and “3,317 institutions”, with strategic investments in early childhood development, infrastructure, and digital literacy. His emphasis on “Grade R universal access”, “multi-certification programmes”, and “school modernization” signals a commitment to long-term socioeconomic upliftment.

Innovation Meets Inclusion


Chiloane’s department has rolled out initiatives that blend academic rigor with real-world relevance:

  • “Siyavula Maths & Science Programme”: Over 2.3 million practice exercises completed.
  • “Schools of Specialisation”: Township learners now job-shadow at BMW, Hyundai, and Mercedes-Benz.
  • “Digital Equity”: Over 60,000 learner devices distributed, with coding and robotics integrated into curricula.

These efforts are not just about catching up—they’re about leapfrogging into a future where township learners are innovators, not just survivors.

Safety, Support, and Dignity


Recognizing the psychosocial challenges learners face, Chiloane has prioritized

  • “Deployment of security guards and community patrollers” at 1,500 schools.
  • “Mental health and girl-child support initiatives”.
  • “Nutrition programmes” serving 1.73 million learners daily.

His leadership has also been deeply personal. When Principal Noko Selepe returned to work after surviving a school shooting, Chiloane honored him with the “Harry Gwala Excellence Award”, underscoring the department’s commitment to resilience and healing.
Infrastructure for the Future

Faced with overcrowding and urban migration, Chiloane has championed “public-private partnerships” to build “200 new schools”, especially in underserved townships. His pragmatic approach—securing R2.5 billion for 18 schools while courting private investment—reflects a leader who understands both urgency and sustainability.

A Philosophy Rooted in Justice
Chiloane’s ethos is clear: education must be the great equalizer. His push for a “unified examination system”—challenging the divide between NSC and IEB—aims to dismantle elitism and affirm that brilliance knows no postcode.

“We are not just teaching subjects; we are developing citizens,” Chiloane declared in his budget speech.
