Macpherson partners with 3 Municipalities

Public Works and Infrastructure Minister Dean Macpherson has formalised partnerships with three municipalities—Metsimaholo in the Free State, uMngeni in KwaZulu-Natal, and Govan Mbeki in Mpumalanga—by signing Memoranda of Understanding (MoUs) to initiate the pilot phase of the ‘Adopt-a-Municipality’ programme. This initiative aims to enhance infrastructure delivery at the local government level.

The ‘Adopt-a-Municipality’ initiative, endorsed by the Presidential Infrastructure Coordinating Council in November 2024, seeks to address persistent challenges in municipal infrastructure projects, including cost overruns, substandard workmanship, and inadequate planning. Infrastructure South Africa (ISA) will collaborate with these municipalities to implement rapid infrastructure interventions, ensuring projects are completed on time and within budget.

Minister Macpherson emphasised the importance of this initiative in transforming the landscape of local government infrastructure. He stated, “This initiative will help us address the often chequered track record of infrastructure delivery at local government level across South Africa, to ensure that infrastructure budgets are properly spent; that projects are properly prepared; that project cost overruns are avoided, and poor workmanship is addressed.”

The MoUs, effective for 24 months, outline ISA’s role in:


• Assisting with project preparation and planning;
• Collaborating with municipalities and strategic partners to efficiently package projects and programmes;
• Helping municipalities develop robust and bankable business cases to attract funding from both public and private sectors;
• Streamlining approvals, authorisations, licences, and permissions to expedite project implementation and address regulatory bottlenecks;
• Implementing effective monitoring mechanisms to track project progress, ensuring accountability and timely completion.

A digital dashboard will be developed on ISA’s website, enabling mayors, the Minister, and government officials to monitor infrastructure projects’ progress and promptly address any emerging challenges.

Minister Macpherson expressed optimism about the initiative’s potential to stimulate economic investment, grow the economy, and create jobs. He noted, “While we are launching the project in three municipalities, we intend to replicate the model countrywide in the months and years ahead.”
