Limpopo Serial Rapist Thomas Monayi Sentenced to 20 Years for Multiple Offences

In a significant victory for justice, the Polokwane High Court has sentenced 37-year-old serial rapist Thomas Dama Monayi to an effective 20 years’ imprisonment for multiple counts of rape, theft, and robbery with aggravating circumstances, with the Provincial Commissioner of Police in Limpopo, Lieutenant General Thembi Hadebe, welcoming the outcome as a step towards protecting vulnerable communities.
Polokwane – The Polokwane High Court has handed down a 20-year effective sentence to 37-year-old serial rapist Thomas Dama Monayi for a series of brutal crimes committed between 2019 and 2021, including multiple rapes, theft, and robbery with aggravating circumstances.
Monayi, who targeted females aged between 14 and 24 in the Senwabarwana and Mara policing areas, was found guilty after thorough investigations linked him to the offences through DNA evidence. The Provincial Commissioner of Police in Limpopo, Lieutenant General Thembi Hadebe, has welcomed the conviction, describing it as a crucial win in the fight against gender-based violence and urging communities to report suspicious behaviour early.
This case highlights the ongoing battle against sexual offences in the province, where such crimes continue to devastate families and communities, and underscores the importance of forensic advancements in securing convictions.
Details of the Crimes and Sentencing
Thomas Dama Monayi preyed on his victims in rural areas of Limpopo, using a knife to threaten them during the attacks. He would force them into submission, rape them, and rob them of personal belongings before fleeing the scene. The youngest victim was a 14-year-old child, adding to the horror of his actions and emphasising the vulnerability of minors in such incidents. These crimes not only inflicted physical harm but also left lasting psychological scars on the survivors and their families.
The court sentenced Monayi as follows:
- Count 1: 15 years’ imprisonment for rape
- Count 2: Two years’ imprisonment for theft
- Count 3: 10 years’ imprisonment for rape
- Count 4: 15 years’ imprisonment for robbery with aggravating circumstances
- Count 5: 20 years’ imprisonment for rape.
- The sentences on counts 1, 2, 3, and 4 are to run concurrently with the 20-year term on count 5, making the effective sentence 20 years. Furthermore, the court ordered that this new sentence run concurrently with the life imprisonment Monayi is already serving for other rape convictions. He has also been declared unfit to possess a firearm, a measure aimed at preventing future violent acts.
- Monayi’s pattern of offending dates back several years, with previous convictions establishing him as a repeat offender. His crimes fit into a broader trend of serial sexual violence in Limpopo, where offenders often target isolated areas to evade detection. The fact that he was already incarcerated for similar offences when linked to these cases through DNA underscores the value of modern forensic techniques in solving cold cases and bringing perpetrators to book.
Police Investigation and Commendation
The breakthrough came after three separate incidents were reported to the police between 2019 and 2021. Investigations were assigned to Sergeant Mokgadi Matjeka of the Provincial Family Violence, Child Protection and Sexual Offences (FCS) Unit: Serial and Electronic Crimes Investigation (SECI). Through diligent work, including DNA analysis, Monayi was positively linked to the crimes while he was already in custody at Polokwane Correctional Centre for other rapes.
Lieutenant General Thembi Hadebe praised the team’s efforts: “I would like to appreciate the work done by investigating officer and everyone who participated in the case as justice has finally been served to the victims and their families.” Her statement reflects the SAPS’s commitment to tackling gender-based violence, a priority in Limpopo where such cases strain resources and communities.
The FCS Unit in Limpopo has been instrumental in handling sensitive cases like this, with specialised training in victim support and evidence collection. Their success rate in securing convictions has improved in recent years, thanks to better coordination with the National Prosecuting Authority (NPA) and advancements in DNA testing facilities.
Context of Gender-Based Violence in Limpopo
Limpopo province continues to grapple with high levels of gender-based violence and femicide (GBVF), with statistics from the South African Police Service showing over 1,500 reported rapes in the first quarter of 2025 alone. Rural areas like Senwabarwana and Mara are particularly affected due to limited access to services, poverty, and cultural barriers that discourage reporting. Children and young women are disproportionately impacted, with minors making up nearly 30 percent of rape victims in the province according to recent Crime Stats SA reports.
The government’s GBVF Response Fund and the National Strategic Plan on Gender-Based Violence aim to address these issues through community education, faster prosecutions, and support for survivors. However, challenges persist, including understaffed police stations and delays in forensic backlogs, which can take months to process DNA evidence. Initiatives like the Thuthuzela Care Centres – one-stop facilities for GBV victims – have been expanded in Limpopo, providing medical, legal, and psychological support to encourage reporting and improve conviction rates.
Cases like Monayi’s highlight the serial nature of some offenders, who often escalate their crimes if not apprehended early. In Limpopo, similar convictions in 2025 include a pastor sentenced to multiple life terms for raping minors in his church, and a fugitive re-arrested for additional rape charges, showing a pattern of abuse by those in positions of trust or with prior records.
