KwaZulu-Natal Premier Thamsanqa Ntuli Launches Provincial Integrated Youth Development Strategy to Empower Future Generations

KwaZulu-Natal Premier, Thamsanqa Ntuli, has unveiled the Provincial Integrated Youth Development Strategy, marking a transformative step towards empowering young people in the province. This bold initiative, introduced at the Coastlands Conference Centre in Umhlanga and spearheaded by the Department of Social Development (DSD), aims to shift youth empowerment from a welfare-based approach to a development-focused model, laying the groundwork for a brighter future for KwaZulu-Natal’s youth.
The strategy envisions a society in which young people are equipped to become socially responsible, economically active, resilient, and self-reliant. By focusing on skills development, economic participation, and personal empowerment, the strategy directly addresses the unique challenges faced by the province’s youth, fostering a generation that is prepared to engage actively and contribute meaningfully to society.
Addressing Socioeconomic Challenges Faced by Youth
KwaZulu-Natal faces high levels of youth unemployment, crime, and poverty, which have long hindered opportunities for young people in the province. Recognising these issues, the Integrated Youth Development Strategy was designed to tackle the root causes of these challenges. By equipping young people with the skills and resources they need to participate in the economy, the provincial government aims to reduce poverty levels, curb crime, and create a more stable and inclusive society.
Premier Ntuli highlighted the importance of youth empowerment to the province’s vision for sustainable development. “This strategy represents our commitment to investing in the potential of our youth. By empowering young people to be resilient and self-reliant, we are building a foundation for a stronger and more prosperous KwaZulu-Natal,” Ntuli said.

The Provincial Integrated Youth Development Strategy marks a shift from a traditional welfare approach to a model focused on development. The Integrated Youth Development Strategy is structured around several core focus areas, each intended to address a different facet of youth empowerment. These include:
1. Skills Development: Recognising the need for a skilled workforce, the strategy prioritises skills training and education. This includes vocational training, mentorship programs, and partnerships with educational institutions to equip youth with industry-relevant skills.
2. Economic Participation: The strategy places a strong emphasis on creating employment opportunities and fostering entrepreneurship. It aims to support young people in starting their businesses, thereby contributing to job creation and economic growth.
3. Personal Empowerment: Recognising the importance of personal development, the strategy includes programmes focused on building self-confidence, resilience, and leadership skills. Personal empowerment is seen as essential to helping young people become active and engaged citizens.
4. Social Responsibility: The strategy also promotes social responsibility, encouraging young people to contribute positively to their communities. This includes initiatives around environmental awareness, volunteer work, and community engagement, fostering a generation of youth who are socially conscious and responsible.
Building Partnerships for Sustainable Impact
The success of the Integrated Youth Development Strategy relies on partnerships across various sectors, including government, private businesses, educational institutions, and non-profit organisations. These partnerships are intended to create a comprehensive support network that can provide the resources, funding, and mentorship needed to support young people effectively.
At the launch event, representatives from multiple sectors gathered to discuss potential collaborations. The private sector, in particular, was highlighted as a key partner in providing job opportunities and internships, as well as in supporting entrepreneurship initiatives. Encouraging Entrepreneurship and Innovation
Entrepreneurship is a cornerstone of the Provincial Integrated Youth Development Strategy. The government has recognised that traditional employment opportunities alone may not be sufficient to address the high levels of youth unemployment. Measuring Success: Monitoring and Evaluation
The Provincial Integrated Youth Development Strategy includes a robust monitoring and evaluation framework to assess its impact over time. This framework is designed to track the progress of the strategy’s various initiatives and to make data-driven adjustments as needed. The provincial government has committed to transparent reporting, with regular updates to stakeholders and the public on the outcomes of the strategy.
Ntuli emphasised that accountability is key to the strategy’s success, stating that the provincial government is committed to demonstrating the real impact of the programme. “We believe that by measuring and reporting on our progress, we can continually improve the strategy and ensure that it is delivering meaningful results for KwaZulu-Natal’s youth,” he said.
