In the wake of Donald Trump’s victory in the 2024 U.S. presidential election, global leaders have extended their congratulations. However, the Kremlin has adopted a notably reserved stance. Kremlin spokesperson Dmitry Peskov stated that President Vladimir Putin has no plans to congratulate President-elect Trump, citing the United States as an “unfriendly country” involved in the conflict against Russia.
Kremlin’s Perspective on U.S.-Russia Relations
Peskov emphasized that the U.S. remains a hostile state, both directly and indirectly engaged in actions against Russia, particularly concerning the ongoing conflict in Ukraine. He remarked, “Let us not forget that we are talking about an unfriendly country, which is both directly and indirectly involved in a war against our state.” 
Regarding Trump’s previous statements about swiftly ending the Ukraine conflict, Peskov expressed skepticism, noting that such complex issues cannot be resolved overnight. He stated, “We have repeatedly said that the U.S. is able to contribute to the end of this conflict. This cannot be done overnight, but… the U.S. is capable of changing the trajectory of its foreign policy.”
Historical Context of U.S.-Russia Relations
The relationship between the U.S. and Russia has been strained, especially following Russia’s annexation of Crimea in 2014 and its military actions in Ukraine. The U.S. has imposed multiple sanctions on Russia, leading to a significant deterioration in diplomatic ties. The Kremlin’s current stance reflects a continuation of this strained relationship, with little expectation of immediate improvement despite the change in U.S. leadership.
Global Reactions to Trump’s Election Victory
While the Kremlin remains reserved, other world leaders have extended their congratulations to President-elect Trump. French President Emmanuel Macron expressed readiness to work together, stating, “Congratulations President Trump. Ready to work together as we did for 4 years. With your convictions and mine. With respect and ambition. For more peace and prosperity.” 
Similarly, Israeli Prime Minister Benjamin Netanyahu congratulated Trump, highlighting the strong alliance between Israel and the U.S. He remarked, “Congratulations on history’s greatest comeback! Your historic return to the White House offers a new beginning for America and a powerful recommitment to the great alliance between Israel and America.” 
Implications for Future U.S.-Russia Relations
The Kremlin’s cautious approach suggests that significant challenges remain in U.S.-Russia relations. While some analysts speculate that Trump’s administration might adopt a different stance toward Russia, the Kremlin’s current position indicates that any potential thaw in relations will require substantial diplomatic efforts and policy shifts.
