Johannesburg Mayor Dada Morero has assured residents that the first phase of the Lillian Ngoyi Street rehabilitation project will be completed by August 2025, restoring the road to full functionality. The commitment follows steady progress by the new contractor, Korone Engineering, which has already completed 15% of the work.

The multi-phase project aims to repair extensive damage caused by the underground methane gas explosion in July 2023, which left one person dead and 41 injured.

Project Progress and Timeline

Speaking at a media briefing on Monday morning, Morero confirmed that the rehabilitation work is progressing well and remains on track.

“We are committed to ensuring that by August we deliver. We want to reaffirm to the people of Johannesburg that come August 2025, the road will be functional, and our motorists can enjoy the road,” he said.

The first phase of the project is focused on restoring the damaged road infrastructure, while the second phase, scheduled for completion in August 2026, will focus on beautification and pedestrian improvements along a 1.8-kilometer stretch from Ntemi Piliso to End Streets.

“The second phase that will be completed in August 2026 is more about the complete street project, to beautify the street and to extend the paving, but for now, we are focusing on the explosion,” Morero explained.

Why Was a New Contractor Appointed?

The project faced delays due to a legal dispute between the Johannesburg Roads Agency (JRA) and the previous contractor, Step Up Engineers. As a result, Step Up Engineers was removed, and Korone Engineering was appointed to take over the project.

With Korone Engineering now handling the rehabilitation, the project is progressing as planned, and the city has promised there will be no further delays.

Economic Impact: Job Creation and SMME Involvement

The rehabilitation project is not just about infrastructure repair—it also has significant economic benefits for the city.

From the allocated R94 million budget for the 2024/25 financial year, R26 million has been set aside for 28 small, medium, and micro enterprises (SMMEs) that are partnering with the City of Johannesburg.

Morero highlighted the importance of economic inclusion, stating:

“The economic impact of this project will create not less than 80 work opportunities partnering with 28 SMMEs as part of localization and beneficiation, which in turn provide valuable training opportunities for growth.”

He further emphasized that this project is not just about rebuilding a street but also revitalizing Johannesburg’s inner city.

“This project is more than rebuilding a street. It’s about rebuilding our inner-city community,” Morero added.

Background: The July 2023 Methane Explosion

Lillian Ngoyi Street (formerly Bree Street) was severely damaged in July 2023, when an underground methane gas explosion caused a massive cave-in, leaving one person dead and 41 injured.

The explosion left parts of the road completely collapsed, prompting urgent intervention from the Johannesburg Roads Agency and emergency services.

The event also raised concerns about underground gas leaks in Johannesburg’s aging infrastructure, leading to ongoing investigations and infrastructure safety reviews by city officials
