Jobs and Growth in Emfuleni: Mayor Sipho Radebe’s State of the Municipality Address

On Thursday, 04 July 2024, the Executive Mayor of Emfuleni Local Municipality, Councillor Sipho Radebe, delivered the State of the Municipality Address (SOMA) at Vereeniging City Hall. The address, themed “Mastering the art of implementation, through consolidating cooperative local government, service delivery, and fiscal discipline,” laid out a detailed account of Emfuleni Local Municipality’s (ELM) performance, with a special focus on job creation and economic growth.

Economic Revival and Job Creation Initiatives

Mayor Radebe highlighted the pivotal role of economic development in Emfuleni’s future. One of the key initiatives is the Vaal Special Economic Zone (SEZ), aimed at rejuvenating the local economy and creating job opportunities. Significant projects within the SEZ include the establishment of the largest Hydrogen energy generation plant by Mitochondria, with a R12 billion investment. This project will generate renewable energy, feeding local industries and creating numerous jobs.

Additionally, the development of the Vaal Aerotropolis, supported by City Bank’s R1.4 billion investment, is set to create 12,000 direct jobs in its first phase. This Aerotropolis will enhance cargo and passenger transport capacities, positioning Emfuleni as a key player in South Africa’s logistics and transport sector. The R42 Interchange project further bolsters infrastructure development, connecting major areas and fostering economic activities.

Infrastructure Upgrades and Service Delivery Improvements

Mayor Radebe provided an update on critical infrastructure projects aimed at improving service delivery. The Section 63 Intervention, led by the national government, has successfully addressed the collapse of key water works, enhancing water delivery to residents. Upgrades to the Sebokeng Water Works, Three Rivers East Maribou Main, and Leeuhof sewer lines are significant milestones in improving water and sanitation infrastructure.

In the energy sector, Emfuleni has made strides in upgrading power transformers and substations, despite financial challenges. The focus on installing prepaid and smart meters is crucial for improving revenue and sustaining high-quality electricity provision, essential for economic development and resident satisfaction.

Social Development and Community Empowerment

The Social Development Department plays a critical role in supporting Emfuleni’s residents, particularly the unemployed population. Initiatives such as the Mayoral Bursary Scheme, which sponsors students in higher education, and various youth programs aimed at job training and development, are vital for community upliftment. The department also administers social assistance programs, including indigent registration and burials, ensuring support for vulnerable populations.

Addressing Financial Challenges

Mayor Radebe acknowledged the significant financial challenges faced by the municipality, including a high unemployment rate and economic inequality. The adopted budget of R8.6 billion for the 2024-2025 financial year prioritizes critical community needs. However, the municipality’s deficit from the previous financial year, driven by high electricity and water losses, poses a threat to financial stability. The Mayor emphasized the need for decisive, ethical leadership and active community participation to overcome these challenges and ensure sustainable growth.

Commitment to Service Delivery

The address highlighted the municipality’s commitment to improving service delivery. Efforts to upgrade aged infrastructure, enhance waste management, and improve road and stormwater systems are ongoing. The introduction of advanced ICT systems and smart meters will further enhance service delivery efficiency and financial management.
