South Africa’s future prosperity hinges on its infrastructure, a sentiment strongly echoed by Deputy Minister of Public Works and Infrastructure, Sihle Zikalala. Speaking at the National Council of Provinces (NCOP) in September 2024, Zikalala emphasized that infrastructure is the “foundation on which South Africa’s future is constructed,” with pivotal roles in economic success, social well-being, and the country’s overall competitiveness.
The Role of Infrastructure in Economic Empowerment
Zikalala stressed that for South Africa to thrive economically and improve the quality of life for all citizens, the country must prioritize infrastructure planning, execution, and investment. Infrastructure not only connects people but also facilitates the flow of goods, services, and ideas, which are the lifeblood of innovation and business growth. In his view, well-planned infrastructure fosters competitiveness, strengthens market access, and fuels economic development.
Particularly for black industrialists in rural and township areas, robust infrastructure enhances market access and integrates them into global value chains. This focus on connectivity, including reliable electricity access and bridging the digital divide, provides the critical foundation on which industries can thrive. Zikalala highlighted how targeted infrastructure development can lead to a renaissance of entrepreneurial activity in historically disadvantaged areas .
Redressing Imbalances and Fostering Inclusive Growth
Since the dawn of democracy, South Africa has worked to redress the imbalances left by apartheid, with a strong focus on economic empowerment for all citizens. Zikalala acknowledged the commendable strides made in growing black entrepreneurship, particularly in key sectors such as manufacturing, agribusiness, technology, and renewable energy. These entrepreneurs are not only reshaping the economy but are also playing a critical role in creating jobs and opening new markets .
However, the journey is far from complete. Zikalala candidly addressed the challenges that still hinder progress, including barriers to market access, financing constraints, stalled projects, and gaps in infrastructure. These challenges, he argued, are roadblocks to achieving the inclusive economic growth that the government’s 7th administration aims to foster .
Delivering on Projects: The Role of the DPWI
The Department of Public Works and Infrastructure (DPWI), under Zikalala’s leadership, plays a crucial role as the custodian of the state’s immovable assets, overseeing the construction, refurbishment, and maintenance of public assets. The department manages around 30,000 land parcels and approximately 90,000 facilities from which government services are rendered.
To further enhance infrastructure delivery, the DPWI has introduced Infrastructure South Africa (ISA), a special purpose vehicle designed to drive investment, provide technical support, and prepare projects for funding. Zikalala emphasized that the ISA is essential in building the capacity needed to develop a pipeline of credible infrastructure projects across the public sector .
Addressing Delays and the 7th Administration’s New Approaches
Despite significant progress, Zikalala acknowledged the slow pace of many infrastructure projects and underscored that this is a challenge that South Africa can ill afford in its current economic climate. Recognizing these obstacles, the 7th administration has adopted new approaches to ensure that projects are completed on time, within budget, and according to the expected quality. These improvements are vital to achieving the administration’s goal of creating jobs, reducing poverty, and driving inclusive economic growth .
