An independent investigation launched by President Cyril Ramaphosa has found no evidence to support allegations that South Africa supplied weapons to Russia during the ongoing Ukraine-Russia conflict.
The investigation focused on the docking of the Lady R vessel at the Simon’s Town Naval Base in the Western Cape.
Led by Judge Phineas Mojapelo, the independent panel appointed by the President conducted a thorough investigation and found no proof of any weapons cargo being loaded onto the Lady R. Furthermore, the panel concluded that there was no supporting evidence for the claim that the ship transported weapons from South Africa to Russia.
President Ramaphosa explained the purpose of the ship’s docking according to the panel’s findings. He revealed that the Lady R docked at Simonstown to deliver equipment ordered by the South African National Defence Force in 2018 through Armscor, the country’s arms procurement company.
The contract stipulated that neither Armscor nor the South African National Defence Force had control over the transportation means chosen by the supplier.
Expressing his concern over the impact of the allegations on South Africa, President Ramaphosa stated that they had damaged the country’s image, economy, and standing in the international community.
He emphasized that no evidence had been presented to support the claims made against South Africa.
The investigation collected extensive evidence, including sworn testimonies from nearly 50 individuals representing relevant government components and the submission of over 100 documents.
However, many entities and persons who claimed to possess information regarding the matter either failed to present any evidence or stated that they had no independent knowledge of the relevant facts.
President Ramaphosa pointed out that while the panel did not find evidence of criminal conduct by any individuals involved, it made recommendations regarding the functioning of the National Conventional Arms Control Committee.
Additionally, it suggested improvements to communication between ministers and government officials, as well as the administrative processes.
The full report, classified in nature, will not be released to the public. However, an executive summary is expected to be made available.
