Johannesburg — The Inkatha Freedom Party (IFP) has called for immediate action from the African National Congress (ANC) and the Democratic Alliance (DA) to finalise negotiations for forming a Government of National Unity (GNU). This urgent plea was made by IFP President, Velenkosini Hlabisa, during a media briefing on Friday, highlighting increasing concerns about the ongoing delays.
IFP President’s Media Briefing
Addressing the media, Hlabisa emphasised the critical need to advance governance and prevent the country from remaining in a state of limbo. “The work of governance must begin. We cannot remain in a holding pattern while there is so much to be done,” Hlabisa stated firmly.
He acknowledged the complexities involved in forming a cabinet that reflects a government of national unity. The ongoing negotiations, involving multiple parties, have resulted in significant delays, contributing to national and international anxieties about South Africa’s political future.
“We’ve been part of these discussions from the start,” Hlabisa continued, referencing the IFP’s commitment to the GNU, demonstrated through their signing of the Statement of Intent on 12 June 2024. Nevertheless, he urged all parties to expedite the finalisation of outstanding issues, stating the need for a swift conclusion to these deliberations.
Current Negotiation Dynamics
Recent background developments have seen ANC President Cyril Ramaphosa and DA leader John Steenhuisen engage in contentious negotiations. Ramaphosa has publicly criticised the DA for allegedly shifting goalposts, citing the DA’s increased demands for additional cabinet portfolios.
In a recent letter, Ramaphosa stressed, “The DA’s latest proposals do not align with the principles adopted and encapsulated in the Statement of Intent,” hinting at the strain within the negotiation process. The DA’s shift from an initial agreement for six ministerial portfolios to a demand for eight was a particular point of contention.
On the other hand, Steenhuisen has stood firm on the DA’s requirements, arguing for proportional representation reflective of the electoral outcomes. The party’s dissatisfaction centres on changes to the proposed cabinet offer, most notably the exclusion of the Department of Trade, Industry, and Competition.
Implications for National Governance
The ongoing deadlock has significant implications for the stability and functionality of South Africa’s government. Delays in finalising the GNU are affecting legislative processes, including the necessary appointments within Parliament. The budget vote, set to commence soon, hangs in the balance as the cabinet structure remains undefined.
“The quicker the president announces, the easier it is for Parliament to function. We need to get Parliament moving for the people,” an IFP spokesperson underscored during the briefing.
Ramaphosa has acknowledged these concerns, issuing an ultimatum to conclude discussions within the week to avert further paralysis of governance. “The task of setting up government is quite urgent as we cannot continue with this paralysis,” he declared.
Call for Collective Unity
In calling for an expedited resolution, the IFP reiterated its readiness to serve the nation. “We are ready to serve our country. We accept the President’s ultimate prerogative to make his appointments. We have full confidence that the leaders of the ANC and DA are acting in the best interests of our country,” Hlabisa stated.
He concluded by urging all involved parties to prioritise the greater good over individual interests. “Agreements must be reached to enable South Africa to move forward in the service of our country. We must set aside personal or party interests to serve the common good,” he asserted.
