IEC Announces The Results of The Municipal By-elections Held On 21 April 2021

In the by-elections contested yesterday 21 April 2021, the African National Congress (ANC) retained ten seats and won two seats over the Democratic Alliance (DA) and the Inkatha Freedom Party (IFP). The IFP and DA both retained one seat won in the 2016 Municipal Elections. The average voter turnout was 40.65% for all fourteen (14) wards that contested yesterday. The Buffalo City Municipality Ward 20 by-election has been postponed pending a court decision. 

The new ANC councillors are:

• Lungisani Conrad Sikakane in Ward 06 in the Ethekwini Municipality – ETH. The party retained the seat it won in the 2016 Municipal Elections, with 63.98% of the votes cast compared to 82.75% in the 2016 Municipal Elections. Voter turnout yesterday was 25.99%.

• Sibusiso Herry Zulu in Ward 05 in the Maphumulo Municipality – KZN294. The party gained the seat from the IFP who won it in the 2016 Municipal Elections. The total votes cast in favour of the ANC was 47.58% compared to 62.23% in the 2016 Municipal Elections. Voter turnout yesterday was 46.69%.

• Thokozani Christopher Mathibela in Ward 07 in the Maphumulo Municipality – KZN294. The party retained the seat it won in the 2016 Municipal Elections, with 52.87% of the votes cast compared to 68.89% in the 2016 Municipal Elections. Voter turnout yesterday was 41.59%.

• Sindiswa Amanda Mpisi in Ward 04 in the Ubuhlebezwe Municipality – KZN434. The party retained the seat it won in the 2016 Municipal Elections, with 69.65% of the votes cast compared to 79.90% in the 2016 Municipal Elections. Voter turnout yesterday was 34.35%.

• Getrude Duduzile Peter in Ward 20 in the Umzimkhulu Municipality – KZN435. The party retained the seat it won in the 2016 Municipal Elections, with 67.67% of the votes cast compared to 89.75% in the 2016 Municipal Elections. Voter turnout yesterday was 45.32%.

• Mphalelwa Shadrack Mokhabukhi in Ward 15 in the Greater Letaba Municipality – LIM332. The party retained the seat it won in the 2016 Municipal Elections, with 83.16% of the votes cast compared to 73.22% in the 2016 Municipal Elections. Voter turnout yesterday was 49.50%.

• Sibusiso Blessing Ngqulunga in Ward 11 in the Lekwa Municipality – MP305. The party retained the seat it won in the 2016 Municipal Elections, with 77.62% of the votes cast compared to 85.49% in the 2016 Municipal Elections. Voter turnout yesterday was 21.82%

• Cecil Mphahlele in Ward 40 in the Madibeng Municipality – NW372. The party retained the seat it won in the 2016 Municipal Elections, with 86.32% of the votes cast compared to 57.16% in the 2016 Municipal Elections. Voter turnout yesterday was 25.44%

• Susan Jane Cloete in Ward 02 in the Nama Khoi Municipality – NC062. The party retained the seat it won in the 2016 Municipal Elections, with 54.26% of the votes cast compared to 43.07% in the 2016 Municipal Elections. Voter turnout yesterday was 56.86%

• Thamsanqa Reuben Ncayivutshwa in Ward 02 in the Ga-Segonyana Municipality – NC452. The party retained the seat it won in the 2016 Municipal Elections, with 80.94% of the votes cast compared to 80.76% in the 2016 Municipal Elections. Voter turnout yesterday was 40.00%

• Lorraine Valerie Opperman in Ward 11 in the Knysna Municipality – WC048. The party gained the seat from the DA who won it in the 4 December 2019 by-elections. The total votes cast in favour of the ANC was 48.87% compared to 41.60% in the 4 December 2019 by-elections. Voter turnout yesterday was 45.52%.

• Castro Luyanda De Bruin in Ward 04 in the Beaufort Municipality – WC053. The party retained the seat it won in the 2016 Municipal Elections, with 43.24% of the votes cast compared to 56.65% in the 2016 Municipal Elections. Voter turnout yesterday was 53.80%

The new DA councillor is:

• Dineo Zandile Masiu in Ward 20 in the City of Cape Town Municipality – CPT. The party retained the seat it won in the 2016 Municipal Elections, with 50.73% of the votes cast compared to 62.03% in the 2016 Municipal Elections. Voter turnout yesterday was 28.72%

The new IFP councillor is:

• Enoy Elphas Dlamini in Ward 05 in the Kwadukuza Municipality – KZN292. The party retained the seat it won in the 2016 Municipal Elections, with 38.59% of the votes cast compared to 54.80% in the 2016 Municipal Elections. Voter turnout yesterday was 53.54%.
