Human Settlements provincial departments have pledged to eliminate obstacles that may lead to project delays and hinder housing delivery.

 

This commitment was made during a meeting between Human Settlements Minister Mmamoloko Kubayi, Members of the Executive Council (MINMEC) of Human Settlements, Members of the Mayoral Councils (MMCs) of Human Settlements, and Executive Mayors, held in Bojanala Platinum District, North West, on Friday.

During the meeting, it was revealed that the sector has achieved 69.5% of its target of 300,000 houses, with 208,358 fully subsidized houses already built.

Kubayi acknowledged this significant accomplishment despite the budget cuts the department has faced. Additionally, 172,066 serviced sites have been delivered, slightly below the projected number of 190,437.

Kubayi also highlighted the success of the first home finance initiative, surpassing the targeted 20,000 units in 2019 with a total of 22,035 units delivered.

 

This achievement is particularly impressive considering the department’s budget constraints over the years. Kubayi emphasized the importance of expanding access to housing and assisting the “missing middle” in achieving homeownership.

The MINMEC meeting included a discussion on the current fiscal environment and the sector’s response to it.

 

While the sector supports the Finance Minister’s efforts to stabilize the fiscus, there is a need to strike a balance between service delivery priorities and fiscal consolidation. The sector’s performance under the Medium-Term Strategic Framework (MTSF) for the 2019-2024 period has been mixed.

 

However, concerns were raised about provincial spending for the current financial year, and provinces were urged to adhere to their business plans or risk redirecting funds to more efficient provinces. Currently, the sector has only spent 32% of its budget, with eight months remaining in the financial year.

Furthermore, the meeting recognized the human settlements sector’s significant improvements in ensuring prompt payment of all claims within 30 days.

 

Provinces were praised for allocating 40% of their budgets and contracts to businesses and companies owned by women, youth, and people with disabilities during the first quarter, as mandated.

In addition to these discussions, the department handed over house keys to beneficiaries of the Moses Kotane Community Residential Units (CRU) ahead of the meeting.

This affordable rental housing project in the North West provides 110 units with bachelor and two-bedroom accommodations, helping to upgrade government-owned communal rental housing.

 

The CRUs aim to provide secure and stable rental tenure for lower income earners, aligning with the department’s housing programs.
