Minister in the Presidency Khumbudzo Ntshavheni has reaffirmed the South African government’s unwavering commitment to combat cybercrime. This follows a recent statement by Public Works and Infrastructure Minister Dean Macpherson, revealing that approximately “R300 million” has been siphoned off from the Department of Public Works and Infrastructure (DPWI) over the past decade through cyber-related crimes.
Cyber Heists Unveiled
Minister Macpherson disclosed that cyber attackers managed to steal an additional “R24 million” in May this year alone. This disturbing information emerged during a detailed assessment of the department’s operations, conducted by Minister Macpherson and Deputy Minister Sihle Zikalala. The review also incorporated briefings from various department branches.
Collusion and Inadequate Financial Controls
Macpherson expressed concerns about possible collusion between department officials and the cybercriminals, given the extended period over which these breaches occurred. “I cannot discount the possibility of collusion between officials and criminals in this prolonged period of theft. It is clear that we need better financial controls, which I have said to the department are a matter of urgency,” Macpherson stated emphatically.
Actions Taken: Suspensions and Seizures
In response to the fraud revelations, four DPWI officials have already been suspended. Among them are three senior management officials and one middle management official. Moreover, 30 laptops have been seized by investigators as part of the ongoing probe.
Forensic Probe and Security Measures
The DPWI announced a full forensic investigation in May to delve into the vulnerabilities of the department’s information technology systems. This probe, aided by banking partners such as ABSA and the South African Reserve Bank, aims to identify:
- The root causes of the cyber breaches and existing vulnerabilities.
- The susceptibility of the department’s ICT infrastructure to cybercrime.
- Deficiencies in staff capacity and weaknesses in ICT systems.
SSA’s Involvement and Ongoing Efforts
Minister Ntshavheni acknowledged the overwhelming media interest following these disclosures and confirmed the ongoing nature of the investigation. “The investigation is ongoing, and investigating teams were urged to work with speed to conclude their work without compromising the required thoroughness,” she noted.
Ntshavheni underscored the State Security Agency’s (SSA) role in offering support and counsel to government departments regarding cybersecurity. “The SSA is finalising a consolidated assessment of government’s cybersecurity strengths and the initiatives underway to address any weaknesses found in the system,” she added.
Future Steps
Once completed, the comprehensive cybersecurity report will be submitted to the National Security Council for further review and action. The goal is to fortify government systems against future cyber threats, ensuring better protection of public funds and resources.
