GNU Commits to Water Sector Reforms to Enhance Infrastructure Investment

Cape Town – The Government of National Unity (GNU) has pledged to continue with significant institutional reforms in the water sector, aiming to boost investment in bulk water infrastructure and improve the regulation of water services nationwide.

Address at the Opening of Parliament

During the Opening of Parliament Address (OPA) at Cape Town City Hall on Thursday evening, President Cyril Ramaphosa underscored South Africa’s status as a water-scarce country. He pointed out that water security is jeopardised by historical underinvestment in bulk water resources and distribution infrastructure.

“We will therefore continue with institutional reforms in the water sector to enable greater investment in bulk water infrastructure and better regulation of water services across the country,” President Ramaphosa asserted.

Economic Growth and Skills Development

President Ramaphosa highlighted the essential role of water and electricity for businesses, drawing a parallel with the necessity of skills for a growing economy. “Where the skills we need are not immediately available, we need to attract people with the appropriate qualifications and experience,” he said.

To support this, the government will persist with the visa reforms introduced in recent years, aimed at attracting skills and investment and stimulating the tourism sector. “We will continue to pursue a macroeconomic policy that supports growth and development, in a stable and sustainable manner,” the President added.

Universal Access to Early Childhood Development

The President emphasised the critical impact of a well-functioning and quality education system on reducing poverty and driving inclusive economic growth. He announced that the GNU will focus on achieving universal access to early childhood development, which is a “prerequisite for improved learning in later years.”

“We will ensure schools are conducive to education, with enough classrooms, safe and appropriate sanitation facilities, clean water, and a daily meal for those who need it,” President Ramaphosa said.
