Gauteng Provincial Government
By Lerato Mpembe
The Gauteng Provincial Government (GPG) has announced a comprehensive initiative to conduct lifestyle audits on all officials involved in Supply Chain Management (SCM) and finance functions. This move aligns with Premier Panyaza Lesufi’s commitment to bolster transparency and ethical governance, as articulated in his 2023 State of the Province Address (SOPA).
Implementation of Lifestyle Audits
In a statement released on 2 March 2025, the GPG detailed that the Special Investigating Unit (SIU) will conduct these lifestyle audits under a Secondment Agreement established with the Office of the Premier in 2023. This agreement underscores the provincial government’s firm stance against financial misconduct and malfeasance within government departments and agencies.
The audits will primarily target officials directly responsible for procurement and financial decision-making across all GPG departments and entities. This initiative represents a significant step toward safeguarding public resources, promoting good governance, and ensuring that government officials operate within ethical and legal frameworks.
Phased Implementation
The lifestyle audits will be implemented in a phased approach:
• First Phase: Audits conducted on the Premier and Members of the Executive (MECs).
• Second Phase: Audits extended to Accounting Officers (Heads of Departments and Chief Executive Officers) of GPG departments and entities.
This structured rollout aims to set a precedent for ethical leadership and accountability within the provincial government.
Premier Lesufi’s Commitment to Ethical Governance
Premier Panyaza Lesufi emphasized the importance of this initiative, stating, “By implementing proactive measures to combat corruption, we are fostering a culture of transparency and responsible leadership within the Gauteng Provincial Government. Public trust in government institutions is of utmost importance, and these lifestyle audits will serve as a critical tool in restoring and maintaining that trust.”
Opposition’s Perspective
The Democratic Alliance (DA) in Gauteng has expressed its stance on the matter, stating that if it were in charge of the Gauteng government, it would conduct lifestyle audits on all MECs and make the results public. This perspective highlights the opposition’s advocacy for transparency and accountability in governance.
