Bloemfontein– Free State Treasury MEC Gadija Brown has reassigned the accounting powers of the current Head of Department (HOD) Masechaba Sesing. As of February 2, 2024, Tshepiso Ramakarane, COGTA HOD, will take over as the new Accounting Officer for the Free State Provincial Treasury.
The decision follows allegations against HOD Masechaba Sesing, which have recently resulted in an intensive review of her conduct. A letter addressed to Mr. Tshepiso Ramakarane outlines his new responsibilities in accordance with Section 36(3)(a) of the Public Finance Management Act (PFMA), with the MEC expressing her trust in his commitment and capability.

“I appreciate your willingness to be so appointed and rely on your commitment and dedication towards the committed and diligent management of the financial affairs of Provincial Treasury,” the MEC wrote, emphasizing the transition’s importance to the integrity of the Treasury’s operations.
Mrs. Masechaba Sesing is not completely removed from her functions within the department but will continue to manage other administrative aspects of the Head of Department’s role. Her reduced scope of authority is seen as a direct response to a series of concerning reports and allegations.

Our earlier coverage highlighted Ms. Sesing’s alleged involvement in improper activities, including claims regarding the appointment of her church member, Mr. Sandile Mofokeng, the backdating of a Standard Bank contract extension, and undue influence in the appointment process for the Director Fiscal Policy position.
The Public Service Commission has completed its investigation into these matters, concluding with a report indicating the need for disciplinary action. This report, submitted to the Premier in December 2023, carries serious implications for Ms. Sesing’s future within the department.
An anonymous source within the Department of the Premier confirmed both the existence of the report and the severity of its findings. The outcome of these proceedings and the impact on the Free State Treasury’s operations remain to be fully seen.
