By Thys Khiba – Free State head of treasury Masechaba Sesing is in hot water – the Public Protector South Africa (PSA) and the Public Service Commission (PSC) are investigating her for alleged corrupt activities practices regarding the recruitment of the IT Intern, Sandile Mofokeng in her department.


It is alleged that Mofokeng is a church member [Harvest Fellowship Ministries]of Sesing.

The investigations against Sesing by the PPSA includes the alleged extension of a provincial banking contract with Standard Bank. This is in connection with backdating of Standard Bank provincial banking contract extension.

Sesing is also accused of meddling in the recruitment processes and collusion regarding the appointment of a top official to oversee fiscal policy.

The Public Protector spokesperson Ndili Msoki indicated referred the matter involving the alleged meddling in recruitment of a top official to the PSC.

…it has been established that the complaint was also lodged with the Public Service Commission (PSC) and as such the PPSA has referred the matter to the PSC in terms of section 6(4)(c)(ii) of the Public Protector Act 23 of 1994, to avoid duplication, as the PSC is already seized with the matter,” said

This comes after the PPSA confirmed receipt of three (3) anonymous complaints against treasury head.

Msoki could not reveal more information regarding theinvestigation processes and indicated the investigations are ongoing.

“Accordingly, section (72) of the Public Protector Act 23 of 1994 prohibits the disclosure, by any person, of the contents of any document or record of any evidence given before the Public Protector or Deputy Public Protector during an investigation.”

The PSC has written a letter to the Premier Mxolosi Dukwanainforming him about Sesing’s alleged involvement in flouting human resources recruitment processes and their investigation.

The CFO, a Ms Botes, colluded with the HOD (Sesing) by telling her the selection panel recommended a candidate the HOD did not prefer. The HOD immediately called two other panel members and instructed them to reconvene and reconsider their decision,” reads the letter.

In February 2023, as the newly appointed provincial chairperson of the ANC and Premier in the Free State, Dukwana said opportunities will no longer be given only to those who are politically connected to the governing party in the province.

Gone are the days when opportunities are given only to loved ones and the politically connected; nepotism and neopatrimonialism shall be a non-existent ethic during this period,” said Dukwana.

Dukwana shared this view with the public shortly after he was sworn in as premier.

Questions were sent to the office of Dukwana via his spokesperson Sello Dithebe, but a response had not been received at the time of publishing.

In response to our questions, Free State treasury spokesperson Tshidiso Mokokoane refused to comment on the allegations and ongoing the investigation.

“As treasury we are kindly saying that we are not in the position to discuss an ongoing internal investigation with media till the matter is officially closed and all the matters in question are still being investigated and we will issue a full statement after all the matters have closed,” said Mokokoane.

After sending questions to the Free State treasury department, Mokokoane did not comment on the allegations and issued an official statement to suggest that the media is attacking the troubled HOD.

“The Free State Provincial Treasury has noted with grave concern the unwarranted attacks by certain media houses including individuals, who are determined to mislead the public by spreading malicious and unfounded allegations that are designed to vilify and discredit the HOD, Mrs. Masechaba Sesing and officials of Provincial Treasury, who are dedicated and working hard to promote good governance,” reads the statement.
