DA Calls for Urgent Reforms

The Free State Department of Education has dismissed a teacher from Makabelane Technical School after he was found guilty of sexually assaulting two learners and sexually harassing another, prompting the Democratic Alliance (DA) to demand immediate reforms to address systemic failures in safeguarding learners.
On 12 May 2025, the Education Labour Relations Council (ELRC) concluded an arbitration hearing resulting in the immediate dismissal of a teacher from Makabelane Technical School. The educator was found guilty of eight counts of sexual misconduct involving three learners—two minors aged 14 and 16, and an 18-year-old—occurring between 2023 and 2024. The ELRC further ruled the teacher unsuitable to work with children under Section 120(4) of the Children’s Act 38 of 2005.
The Free State Department of Education commended the thorough investigation and arbitration process conducted by its Labour Relations officials and the ELRC. Spokesperson Howard Ndaba stated, “We appreciate the courage of the learners who came forward to report the abuse and assure them of our continued support.” He emphasized the department’s commitment to creating a safe and supportive learning environment for all learners, pledging to work tirelessly to prevent and respond to incidents of abuse.
In response, the Democratic Alliance (DA) welcomed the swift action but highlighted broader concerns. Dulandi Leech, DA Spokesperson on Education in the Free State Legislature, noted that for the 2024/25 period, the ELRC reported 12 cases of sexual harassment and abuse of learners by teachers in the province. She stressed the necessity for systematic changes, including comprehensive vetting and monitoring of teachers, a zero-tolerance policy for offenders, and prompt disciplinary processes to prevent prolonged exposure of learners to perpetrators.
Further compounding concerns, reports indicate that 649 teachers with criminal records are currently employed in Free State schools, raising questions about the effectiveness of existing vetting processes. The DA has called for urgent reforms to ensure the safety and well-being of learners, emphasizing that parents need assurance that schools are secure environments for their children. 
The Free State Department of Education has reiterated its dedication to protecting learners, urging anyone who has experienced or is aware of abuse to report incidents to the relevant authorities. The department aims to provide support and resources to survivors, ensuring they receive the necessary care and assistance.
