Former Ngwathe Local Municipality Manager and ANC
By Thabo Mosia
Former Ngwathe Local Municipality Manager and ANC veteran Bruce Kannemeyer has passed away, leaving behind a legacy of dedicated public service and unwavering commitment to governance and community upliftment. Born in Mossel Bay, Kannemeyer was deeply rooted in the struggles of his community and devoted much of his life to advancing the ideals of justice and unity. As an ANC stalwart, Kannemeyer played a pivotal role in South Africa’s democratic transition, contributing significantly to local government and education reform while advocating for effective governance and service delivery.
A Life of Service: From Teaching to Governance
Kannemeyer’s career began as a teacher in the Boland during the 1980s, where he became an active member of the Western Cape Teachers Union (WECTU). He was instrumental in the founding of the South African Democratic Teachers Union (SADTU), empowering educators during a challenging period in the country’s history. His dedication to education reform and advocacy for equal rights set the foundation for his later political and governance roles.
Contributions to the Democratic Transition
During South Africa’s transition to democracy, Kannemeyer served as an ANC transitional councillor and later as a mayor, where he worked tirelessly to promote inclusive governance. In 1999, he was elected as an ANC Member of Parliament (MP), representing the Western Cape constituency. As an MP, Kannemeyer contributed to the development of policies aimed at strengthening local government and improving the quality of life for South African communities.
Local Government and Consulting
After leaving Parliament in 2004, Kannemeyer continued his service in local government, taking on the role of Municipal Manager in Stellenbosch and later in the Free State. He also worked as a consultant, providing critical governance support to municipalities in the Eastern and Western Cape. In his final years, he served as a Senior Local Government Consultant for the Department of Cooperative Governance and Traditional Affairs (COGTA), where his expertise in governance made a lasting impact.
Remembered for His Leadership
Kau Khumalo, MMC for Corporate Services in Ngwathe, paid tribute to Kannemeyer’s contributions, saying:
“For the many months we worked together, I got to benefit from his intellect, wisdom, vision, pragmatism, and efficient leadership. A decorated politician turned technocrat, he always strived for efficient and effective administration to address service delivery challenges and advance the transformation agenda.”
Khumalo also reflected on their shared experiences, stating, “We agreed and we disagreed, but I would like to believe that we agreed more than we disagreed.”
ANC Western Cape’s Tribute
The ANC Western Cape also honoured Kannemeyer’s legacy, describing him as “a loyal servant of the people and a committed advocate for unity and justice.” In a statement, the party highlighted his contributions to strengthening governance and service delivery, as well as his advisory role in supporting the Provincial Executive Committee in recent years.
Controversies and Challenges
Kannemeyer’s career was not without challenges. In 2006, he faced legal troubles related to the Travelgate scandal, pleading guilty to theft and receiving a fine. Despite this, he rebuilt his career and continued to serve in various governance roles, including as Acting Director of Corporate Services in Knysna Municipality in 2023. His resilience and continued commitment to public service were hallmarks of his character.
A Legacy of Dedication
As tributes continue to pour in from colleagues and communities he served, Bruce Kannemeyer is remembered for his tireless dedication to governance, education, and community development. His contributions to South Africa’s democracy and his commitment to service delivery leave a lasting legacy.
Kannemeyer’s passing marks the end of a remarkable journey of service, leadership, and advocacy. May his soul rest in peace.
