Five additional traffic officials have been arrested at the Bela-Bela Driving Licence Testing Centre (DLTC) in Limpopo. This operation is part of an extensive investigation targeting fraudulent activities related to the issuance of driving licences.
Recent Arrests and Ongoing Investigations
The latest arrests bring the total number of individuals apprehended in this operation to 24, including driving licence examiners, administration clerks, and driving school instructors. The breakdown of the arrests is as follows:
• Lephalale DLTC: Eleven suspects arrested on Friday and over the weekend.
• Thabazimbi DLTC: Eight suspects arrested on Monday.
• Bela-Bela DLTC: Five suspects arrested on Wednesday.
The arrested individuals, aged between 37 and 59, are accused of issuing learner’s and driver’s licences without adhering to proper procedures, allegedly in exchange for bribes. The investigation, initiated in 2021, aims to identify and prosecute officials involved in such corrupt practices. 
Details of the Operation

The operation is a collaborative effort between the Hawks’ Serious Corruption Investigation Unit and the Road Traffic Management Corporation (RTMC). Gadgets and documents believed to be instrumental in the fraudulent activities have been seized and will undergo forensic analysis. The five suspects from Bela-Bela are scheduled to appear in the Bela-Bela Magistrate’s Court on Thursday, 13 February 2025. 
Statements from Authorities
Brigadier Desmond Alexander, the Acting Provincial Head of the Hawks in Limpopo, commended the effective collaboration between the Hawks, the National Prosecuting Authority (NPA), and the RTMC. He emphasized the importance of such partnerships in combating corruption within the province. 
RTMC CEO, Advocate Makhosini Msibi, highlighted the detrimental impact of corruption on road safety, stating:
“South Africans are tired of counting bodies on the roads as a result of crashes caused by incompetent drivers. Corruption is not a victimless crime. It robs the state of valuable resources and places a heavy burden on families who bury loved ones every weekend.”
Implications for Licence Holders

Investigations have identified over 1,300 applicants who obtained their licences through these fraudulent means. These individuals will also face legal consequences for their involvement in the illicit activities. The RTMC has urged all licence holders to ensure their credentials are valid and obtained through proper channels.
