First ANC NEC Meeting of 2025

The African National Congress (ANC) is convening its first ordinary National Executive Committee (NEC) meeting of 2025 at the Birchwood Hotel and Conference Centre. A primary focus of this gathering is to assess the performance and future of the Provincial Executive Committees (PECs) in KwaZulu-Natal and Gauteng, following their disappointing results in the 2024 elections. The NEC is deliberating on options such as maintaining the current structures, reinforcing them, or potentially disbanding the PECs. Decisions reached will be communicated directly to ANC structures in these provinces before being shared with the public.
Context of the NEC Meeting
The ANC’s NEC, as the party’s highest decision-making body between national conferences, plays a crucial role in steering the organisation’s direction. The meeting at the Birchwood Hotel marks the first ordinary session of 2025, setting the tone for the party’s strategic and operational agenda for the year. Central to the discussions is the evaluation of the PECs in KwaZulu-Natal and Gauteng, provinces that have traditionally been strongholds for the ANC but witnessed significant declines in support during the 2024 elections.

In the 2024 elections, the ANC experienced a notable decrease in voter support across several provinces. In KwaZulu-Natal, the party’s support plummeted from 54% in previous elections to just 16.9%. Similarly, Gauteng saw a decline from 51% to 34%. These results have prompted the NEC to scrutinise the effectiveness and leadership of the respective PECs, considering whether structural changes are necessary to regain public confidence and electoral strength.
Deliberation on Provincial Structures
The NEC’s deliberations encompass several potential courses of action:
• Maintaining the Status Quo: Allowing the current PECs to continue operating with the hope that they can implement corrective measures to address the electoral setbacks.
• Reinforcing Structures: Providing additional support and resources to the existing PECs to strengthen their capacity and effectiveness in engaging with communities and addressing pertinent issues.
• Disbanding the PECs: Dissolving the current provincial leadership structures and appointing interim committees to oversee the reorganisation and revitalisation of the party’s presence in these provinces.
ANC Secretary-General Fikile Mbalula has indicated that while discussions about disbanding the PECs have taken place, no definitive decisions have been made. He emphasised that any interventions would be carefully considered, with the primary aim of revitalising the party’s support base. 
Internal Party Dynamics
The discussions around the potential disbandment or reinforcement of the PECs have elicited varied responses within the party. Deputy President Paul Mashatile has stated that the meetings with provincial leaders are not solely aimed at disbanding the PECs but are part of broader engagements to assess and improve the party’s performance. He highlighted the importance of collective responsibility and the need for constructive solutions to the challenges faced.

The ANC has committed to ensuring that any decisions made regarding the PECs will be communicated directly to the respective provincial structures before being made public.
