Johannesburg – Ekurhuleni Metro Police Department (EMPD) spokesperson Lieutenant Colonel Kelebogile Thepa has strongly denied accusations of misconduct during her emotional testimony at the Madlanga Commission of Inquiry on Thursday. Thepa broke down as she recounted how her involvement in a high-profile investigation put her life at risk, including terrifying threats from gunmen. She described the claims against her as impossible, insisting they were part of a backlash aimed at discrediting her.

The commission, probing corruption and irregularities in the EMPD, heard how Thepa assisted the Independent Police Investigative Directorate (IPID) in exposing the blue light scandal linked to suspended deputy chief Julius Mkhwanazi and businessman Vusimuzi “Cat” Matlala. Her evidence sheds light on a department plagued by internal conflicts, where speaking out can lead to severe repercussions. As the inquiry continues, Thepa’s story highlights the dangers faced by whistleblowers in law enforcement, raising questions about accountability and protection for those exposing wrongdoing.


Thepa’s Emotional Breakdown and Key Testimony


Thepa became visibly upset while detailing the threats she faced after helping IPID with the blue light investigation. She recounted two incidents where gunmen accosted her, describing it as “backlash” for her role in uncovering the scandal. One threat involved being warned she would be burned, leaving her fearing for her safety and that of her family. This emotional moment underscored the personal toll of her work, as she fought back tears before the commission panel.


In her evidence, Thepa firmly rejected the allegations levelled against her. “I am accused of wearing a uniform, carrying a firearm, and blocking multiple roads — yet how could I have been in all these places at once? I have not worn my uniform or carried my firearm. I am in awe of the things happening in this department,” she told the commission. She insisted the claims were fabricated to smear her name and distract from the real issues at hand.


Thepa explained that her troubles began when she responded to a media inquiry about the blue lights fitted on Matlala’s private vehicles, an act allegedly authorised by Mkhwanazi. This inquiry, part of her duties as media officer, exposed her to retaliation, including attempts by the EMPD chief to tarnish her reputation.


The Blue Light Scandal: Thepa’s Role in the Investigation


Thepa’s testimony centred on her assistance to IPID in probing the blue light saga, where Matlala’s vehicles were illegally equipped with emergency lights reserved for official use. She detailed how this misuse allowed private cars to pose as police vehicles, potentially evading checks and enabling further wrongdoing. Thepa said her honest responses to media questions about the fittings triggered the backlash, putting her in danger.


She accused Mkhwanazi of trying to discredit her, claiming he spread false narratives to undermine her credibility. This fits into broader commission revelations about Mkhwanazi’s alleged corruption, including forging agreements to favour Matlala’s companies and running unauthorised units within the EMPD.
The blue light issue has been a focal point of the inquiry, with evidence showing how it blurred lines between public duty and private interests. Thepa’s cooperation with IPID helped uncover these links, but she paid a heavy price, facing threats that forced her to live in fear.


Commission Context: Broader Probe into EMPD Corruption


The Madlanga Commission, chaired by retired Justice Mogeong Madlanga, is investigating widespread claims of corruption, nepotism, and abuse in the Ekurhuleni Metro Police. Testimonies have painted a picture of a department riddled with irregularities, including fake MOUs, irregular promotions, and misuse of resources. Mkhwanazi, suspended amid these allegations, is accused of gross dishonesty and enabling Matlala’s influence.


Thepa’s evidence adds a human layer to the inquiry, showing how whistleblowers face retaliation. Other witnesses, like former HR head Xolani Nciza, have detailed resistance to disciplining Mkhwanazi, including threats and interference from higher-ups. The commission has heard how this culture allowed corruption to thrive, affecting public safety in Ekurhuleni, a key economic hub.
