Emfuleni Local Municipality has announced the appointment of Modiba David Mogofe as its new Chief Operations Officer (COO). This announcement was made public on Monday.

Emfuleni Local Municipality, in its quest to fortify its senior management team, has expressed its commitment to ensuring that key positions are filled with high calibre professionals. “After diligent Strategic Workshops which, among other objectives, pinpointed the critical need to bolster our government systems and operations, we are thrilled to share that we’ve made a significant appointment. Modiba David Mogofe’s joining us as the COO signifies a momentous turning point for the Emfuleni Local Municipality (ELM), promising a transformative leap towards cultivating a culture of high performance and professionalism,” the municipality said in a statement.

The municipality is confident that Mogofe’s appointment marks the beginning of a transformative era. “We are convinced that in Mr. Mogofe, we have onboarded a remarkably skilled professional poised to catalyse a remarkable turnaround for our municipality. His mandate includes infusing our staff with enhanced motivation and work ethic, pivoting from an inward-looking orientation to a staunch commitment to community service and unwavering dedication to advancing ELM’s developmental priorities.”

Mr. Mogofe’s new role as COO necessitates his operation within the legal and constitutional framework mandated by democratically elected political administrations. This alignment is envisaged to foster the institution’s stability going forward. Bringing to the table a wealth of expertise in optimising organisational processes, systems, and infrastructure to maximise business outcomes, Mr. Mogofe is lauded as a proficient strategist. His ability to translate strategic visions into practical solutions and monitor performance against essential operational benchmarks has been underscored.

His diversified experience spans across several industries and sectors, including public and private sectors and municipalities, demonstrating a broad capacity for strategic leadership and relationship management. Such skills are deemed crucial for enhancing employee morale within an institution that has witnessed considerable challenges.

Mr. Mogofe, who boasts a Masters Degree in Business Administration and is pursuing further Masters qualifications in Commerce, brings added value especially in ensuring adherence to Municipal Finance Legislation and Regulations – a vital competency that will reinforce finance controls within the institution.

Reflecting on his appointment, Mr. Mogofe shared, “Institutions’ ailments are often rooted in systemic failures, culminating in a demoralized and demotivated workforce. Positioned within the Municipal Manager’s office, my role is pivotal in operationalizing and ensuring the efficiency of systems to deliver seamless services to the Emfuleni populace.”
