The Auditor-General of South Africa has recently issued an unqualified audit opinion for the financial year 2022/2023 in the City of Ekurhuleni. Member of the Mayoral Committee for Finance, Nkululeko Dunga of the Economic Freedom Fighters (EFF), has been at the centre of this announcement.

The EFF’s Gauteng expressed satisfaction with the Auditor-General’s report, underscoring that the City’s financial management adheres to prescribed standards. “For the financial year 2022/2023, the City was granted an unqualified audit opinion, indicating sound financial management and reporting practices,” said the EFF in a statement. They highlighted the importance of the finding, particularly following allegations that the EFF failed to submit financial statements or concealed findings, labeling such claims as baseless.

The EFF has taken a firm stance against what they refer to as “unfounded and dishonest criticisms” aimed at tarnishing their financial stewardship, especially leading up to the 2024 General Elections. In the statement, the party also censured the Democratic Alliance for their refusal to engage with the audit report during a council meeting.

City Manager of the Ekurhuleni Metro, Imogen Mashazi, in her official response, heralded her team’s commitment to transparency and good governance. “This outcome indicates that our financial statements present a fair and accurate picture of our financial position and that they have been properly prepared in accordance with the relevant financial standards prescribed in the Municipal Finance Management Act,” she asserted.

Mashazi also detailed steps the municipality will take in rectifying issues related to procurement and supply chain processes identified by the Auditor-General.

The ANC caucus in Ekurhuleni, in contrast, echoed their disappointment, pointing to a regression from the previous year’s clean audit. In a statement, they expressed concern over significant irregular and fruitless expenditures. “The ANC Ekurhuleni Caucus is disappointed by the regression from a Clean Audit in 2021/22 financial year to an Unqualified Audit Opinion with Material Findings in 2022/23 financial year,” they lamented, attributing the regression to non-compliance issues relating to the Supply Chain Management.

The ANC called attention to parts of the Auditor-General’s Report which noted considerable amounts in irregular as well as fruitless expenditures. The caucus did, however, give a nod to the administrative efforts which prevented a more damaging audit opinion.
