On Friday, October 6, 2023, the Economic Freedom Fighters (EFF) successfully removed DA Mayor Jeff Zwane from his position in the Metsimaholo Local Municipality through a vote of no confidence. This decision came during a special council meeting, known as No.4 of 2023/2024, which took place at the Council Chambers in Sasolburg’s Civic Centre.
The motion to remove Mayor Zwane was brought before the council by the EFF and received support from 22 councillors. On the other hand, 12 councillors opposed the motion, and 8 ballot papers were spoilt. A total of 42 councillors attended the special council meeting. The removal of Mayor Zwane as the executive mayor was decided through a secret ballot, while the voting for the new executive mayor was done through a show of hands.
That said, the ANC Metsimaholo went against the Provincial Executive Committee Mandate, which advised against collaborating with the EFF. The ANC showed their support for the new Executive Mayor, Jack Malindi, of The African Independent Congress.

The decision to remove Mayor Zwane was primarily based on the accusations of corruption, fraud, and money laundering related to the procurement of security services provided by the security company, Isidingo. These allegations have cast a shadow on Zwane’s ability to lead the municipality effectively and with integrity.
The situation in Metsimaholo further escalated when five senior officials, including the Chief Financial Officer, Technical Director, Director of Planning and LED, and Social Services of Metsimaholo, were suspended due to their alleged involvement in the improper appointment of a security tender.
It is worth noting that Mayor Zwane’s removal has been a contentious issue. Previously, he was removed from office but was reinstated due to irregularities, as ruled by the Free State High Court on Wednesday, August 23. The DA, represented by MPL and Provincial leader Dr. Roy Jankielsohn, expressed their desire for the courts to set aside the decision made by council speaker Lucas Fisher to allow the motion of no confidence against Zwane.
The initial motion of no confidence was brought by the ANC with the support of the EFF Metsimaholo councillors. On Tuesday, August 1, 2023, thirty-one councillors voted in favor of Zwane’s removal during a meeting held at Harry Gwala Multipurpose Centre in Zamdela Sasolburg.
Following the appointment of Jack Malindi as the new executive mayor, he has announced the composition of the Mayoral Committee, which includes members from both the ANC and EFF. The committee consists of the following councillors:

– Clir L. Nhlapo: Solid waste
– Clir S. Motjeane: Organizational Development and Corporate Services
– ClIr L. Tsotetsi: Parks, Sports, Arts, and Culture
– ClIr M. Mofokeng: Public Safety, Security, Traffic, and Disaster
– Clir L. Makhefu: Local Economic Development
– ClIr M. Poho: Infrastructure and Technical Services
– ClIr L. Tshongwe: Finance & IDP
– ClIr D. Mofokeng: Special Programs
