The Economic Freedom Fighters (EFF) in Gauteng have expressed strong support for the Gauteng Provincial Government’s recent decision to adjust the 2023/24 budget, ensuring funding for nine additional Non-Profit Organizations (NPOs) that were previously excluded. This announcement, made by the MEC for Finance and Economic Development, Lebogang Maile, marks a significant shift in the province’s approach to supporting NPOs, which are essential for addressing various socio-economic challenges in the province.
Inclusion of Previously Unfunded NPOs
MEC Lebogang Maile disclosed that the budget adjustment includes an allocation of R2.131 billion to NPOs, reflecting a 13% increase to accommodate new applicants. This adjustment ensures that NPOs, which play a pivotal role in Gauteng’s socio-economic landscape, can continue their vital work. Maile highlighted the importance of NPOs, stating, “Healthy communities are the foundation of strong economies. NPOs provide a wide range of services, from livelihood interventions to education, creating environments and developing skills that bolster the provincial economy.”
EFF’s Response and Support
The EFF welcomed this budget adjustment, recognizing the critical role of NPOs, especially in an ailing economy plagued with social ills. In their statement, the EFF emphasized, “We welcome the adjustment to the budgets to include these 9 NPOs, as NPOs are a vital component of society, particularly in the context of an ailing economy plagued with social ills.”
Investigation and Compliance Issues
Despite the positive developments, compliance issues have posed challenges for some NPOs. Maile announced that 13 NPOs are currently under investigation for non-compliance, with six deemed untraceable and subsequently shut down. He assured that where compliance matters are resolved, payments would be made promptly. “The outcome of the investigation will guide the next steps as far as payment is concerned. Where matters of compliance are resolved, payments will be made,” Maile stated.
Impact of Past Administration on NPOs
The treatment of NPOs under the previous administration has been a point of contention. Many NPOs faced severe difficulties, including budget cuts that hampered their ability to provide essential services. NGOs specializing in restorative justice and those working with the elderly were particularly affected, experiencing funding delays or complete denials. The EFF criticized the previous administration for its handling of NPO funding, which included exclusion based on unclear government objectives and mandates.
Court Intervention and Government Response
Earlier this year, NPOs took the Department of Social Development to court over funding delays and budget cuts. The Johannesburg High Court ordered the department to finalize funding applications and issue service-level agreements promptly. MEC of Social Development, Faith Mazibuko, acknowledged the strained relationship between the government and NPOs and committed to improving it. “The work of NPOs is central to the government’s efforts to bring social justice to vulnerable members of society,” she said.
EFF’s Ongoing Commitment
The EFF in Gauteng reiterated their commitment to ensuring that vulnerable members of society receive the care and services they deserve. They also expressed support for the government’s decision to explore three-year contracts with NPOs, which would enable long-term planning and job security for employees within these organizations. “We, the Economic Freedom Fighters in the provincial legislature, will closely monitor these government commitments,” the EFF stated.
