East London Hawks Secure Conviction of Fraudster in R1.6 Million RAF Case

The East London Hawks’ Serious Corruption Investigation Unit, in collaboration with the Road Accident Fund (RAF), successfully secured the conviction of 59-year-old Solomon Ndika-Ndika for fraud. On 14 February 2025, the East London Regional Court sentenced Ndika-Ndika to five years of direct imprisonment with no option of a fine. Additionally, he was declared unfit to possess a firearm.

Hawks and RAF Uncover Fraudulent RAF Claim

Ndika-Ndika’s fraudulent activities date back to 29 January 2016, when he lodged a claim with the Road Accident Fund (RAF). He alleged that he was involved in a motor vehicle accident on 7 October 2014, while travelling from Elliot to Cala. In his claim, he stated that an oncoming vehicle approached him, and in an attempt to avoid a collision, his car overturned, causing him to sustain serious injuries.

During the claim processing, RAF detected discrepancies between the submitted documents and the official police report related to the accident. This led RAF to repudiate the claim and escalate the matter to the Hawks’ Serious Corruption Investigation Unit for further investigation.

Hawks Investigation Reveals Fraud

A detailed investigation conducted by the Hawks uncovered significant misrepresentation in Ndika-Ndika’s claim. His fraudulent report could have cost RAF over R1.6 million had it gone unnoticed. The findings led to his arrest on 7 November 2023, and he was released on warning the next day.

Following his arrest, Ndika-Ndika made multiple court appearances as the legal process unfolded. The Hawks and RAF worked diligently to ensure the case was thoroughly investigated and presented in court.

Court Sentences Ndika-Ndika to Direct Imprisonment

On 14 February 2025, the East London Regional Court found Ndika-Ndika guilty of fraud. The court sentenced him to five years of direct imprisonment, with no option of a fine. Additionally, he was declared unfit to possess a firearm, further limiting his legal privileges.

RAF’s Ongoing Fight Against Fraud

The RAF continues to be a major target for fraudulent activities, as many individuals attempt to exploit the system for financial gain. However, collaborative efforts between RAF and law enforcement agencies such as the Hawks have led to numerous arrests and convictions of fraudsters attempting to defraud the fund.

RAF spokesperson Sipho Zungu commented on the conviction, stating:

“The conviction of Mr. Ndika-Ndika is a strong message that fraudulent activities will not be tolerated. We remain committed to protecting public funds and ensuring that only legitimate claimants receive compensation.”

Hawks’ Commitment to Fighting Corruption

The Hawks have been actively pursuing fraud cases, particularly those targeting government entities and public funds. Speaking on the case, Hawks spokesperson Captain Yolisa Mgolodela highlighted the importance of thorough investigations in uncovering fraud.

“The Hawks will continue to work with entities like RAF to ensure that individuals who attempt to commit fraud face the full might of the law. We encourage the public to report suspicious activities related to RAF claims or any other fraudulent activities.”
