Dr. Nasiphi Moya, an ActionSA councillor, has emerged as the new mayor of Tshwane, marking a significant shift in the city’s political landscape. On 9 October, Moya was elected with 122 votes, defeating DA candidate Cilliers Brink, who received 86 votes. This appointment makes Moya the fourth mayor of Tshwane in just three years, underscoring the ongoing political turbulence in the city.
Moya’s candidacy was backed by a coalition that included the ANC, EFF, and other minority parties. This coalition came together following the ousting of Brink through a motion of no confidence on 26 September. Previously, Moya served as Deputy Mayor under a different coalition that involved the DA, VF+, ActionSA, ACDP, and IFP. However, the relationship between ActionSA and the DA deteriorated, leading to ActionSA’s decision to support the motion against Brink.
In her acceptance speech, Moya acknowledged the instability that has plagued Tshwane in recent years. “The anxiety and political instability that has plagued this city is not lost on me, but my vow today is to put the politics of the past behind us and bring stability to the city,” she said.
The ANC, in a statement, expressed its support for the no-confidence vote against Brink and the election of Moya, citing concerns over the city’s financial situation. Tshwane contributes 26.8% to Gauteng’s GDP and 9.4% to the national GDP, making its financial health crucial. The ANC added that while it initially considered fielding its own candidate for the mayorship, it ultimately supported Moya, recognizing her experience and qualifications.
This election comes amid a changing political dynamic, with ActionSA and the ANC working together at the local government level despite sitting on opposite benches at the national and provincial levels. This cooperation was also evident in Johannesburg, where ActionSA supported the ANC in removing Mayor Kabelo Gwamanda, paving the way for Dada Morero’s reappointment and ActionSA’s Nobuhle Mthembu’s election as council speaker.
ActionSA leader Herman Mashaba expressed confidence in Moya’s leadership. “I believe Dr. Moya is best suited to lead our capital city. Our partnership with the ANC and EFF at this level has been effective, and we are confident this will bring the stability that Tshwane needs,” said Mashaba.
In contrast, DA Federal Chairperson Helen Zille shared her disappointment over the outcome. She revealed that prior to the no-confidence motion, the ANC and DA were exploring a ‘stability pact’ aimed at fostering cooperation across the nation’s major metros. “The national ANC was keen on stability pacts in hung metros, but Gauteng’s ANC chairperson, Panyaza Lesufi, rejected these talks, leading to today’s outcome,” Zille said.
According to Zille, Lesufi’s decision to proceed with the motion against Brink contradicted the ANC’s national objectives and undermined efforts to stabilize the city’s finances. She described the DA’s ongoing efforts to work with the ANC as challenging, pointing out that Lesufi’s refusal to negotiate in Gauteng had long been a stumbling block. “We had hoped for a unity government, but Lesufi was not serious about making us a fair offer,” Zille remarked.
The DA has since called on the ANC to reconsider its position on Brink’s removal. However, ANC Secretary-General Fikile Mbalula dismissed the DA’s ultimatum, stating, “The DA’s demand to reinstate Brink or abandon stability talks altogether is unacceptable.”
