South Africa’s Deputy President, Paul Mashatile, will respond to critical questions in the National Council of Provinces (NCOP) on Thursday, 07 November 2024, covering topics that impact township and rural economies, as well as some of his key delegated responsibilities.
Tomorrow’s session will see Deputy President Paul Mashatile address pressing concerns around economic development, crime prevention, and service delivery in South Africa’s townships and rural communities. The Deputy President is expected to outline the government’s approach to overcoming challenges and fostering growth in economically marginalised areas, with a particular focus on transforming apartheid-era spatial planning, combating extortion activities in township economies, and supporting local government capacities to drive development.
Addressing Economic Development and Job Creation in Marginalised Areas
In a statement ahead of the NCOP session, Keith Khoza, Acting Spokesperson to the Deputy President, shared that Mashatile would discuss government initiatives aimed at revitalising South Africa’s township and rural economies. A key focus will be on government’s strategy to stimulate economic growth by investing in manufacturing and other critical industries in these areas, with the aim of creating jobs and promoting sustainable economic development.
“Deputy President Mashatile is expected to provide an overview of the work government is undertaking to resolve some of the pressing challenges facing the country currently,” said Khoza. “The government briefing to the NCOP will include strategies aimed at transforming apartheid spatial planning by making investments in critical sectors that can create jobs in townships and rural communities.”
This commitment to driving job creation in marginalised areas aligns with the government’s broader strategy to combat inequality and build an inclusive economy. By channelling resources into industries such as manufacturing, agriculture, and small business development, the government seeks to empower local communities, reduce poverty, and create sustainable economic opportunities.
Combatting Crime in Township Economies: Focus on Extortion and Sabotage Prevention
In addition to economic growth measures, Deputy President Mashatile will address the urgent issue of extortion and criminal activities that threaten township economies. This includes an update on the government’s efforts to tackle extortionist practices that harm small businesses and hinder economic growth in vulnerable communities.
To counter this issue, the government has established an “Extortion and Kidnapping Task Force Forum” in affected provinces. This task force works alongside law enforcement agencies to combat extortion syndicates and ensure the safety of business owners and residents in these areas. The Deputy President’s presentation is expected to provide an in-depth look at the steps being taken to dismantle criminal networks and restore public confidence in the government’s ability to safeguard economic activity in townships.
Khoza noted that Mashatile would also share insights on the impact of these initiatives: “The Deputy President will provide an update on decisive steps taken to combat criminal activities, including the establishment of the Extortion and Kidnapping Task Force Forum across all affected provinces.”
Strengthening Local Government’s Role in Economic Development
Aligned with Finance Minister’s recent remarks, Deputy President Mashatile will emphasise the importance of local governments as key players in supporting economic growth and responding to the needs of communities. In outlining service delivery interventions, Mashatile is expected to discuss how government plans to strengthen local municipalities, which play a pivotal role in creating a supportive environment for economic development.
Many of South Africa’s local municipalities are faced with challenges, including resource constraints and inefficiencies, that hinder their ability to drive meaningful change in their communities. Mashatile’s address will highlight the government’s commitment to enhancing the capacity of these municipalities, ensuring that they can fulfil their roles effectively and contribute to economic recovery and development.
Local governments are essential in providing critical services, infrastructure, and support to communities, particularly in areas with high unemployment and poverty rates. By improving the capabilities of local governments, the national government aims to deliver services more efficiently, stimulate local economies, and create an environment that fosters growth and job creation.
Commitment to Land Reform and Food Security
The Deputy President will also discuss the government’s ongoing efforts toward land reform, a critical issue in South Africa’s history and future. With a focus on increasing agricultural production and enhancing food security, the government’s land reform initiatives aim to empower rural communities and create opportunities for sustainable agriculture.
Mashatile is expected to reiterate the government’s dedication to addressing historical inequalities in land ownership by implementing programs that support small-scale farmers and encourage productive use of land. This commitment is part of a broader strategy to uplift rural economies and ensure that more South Africans have access to resources that enable them to participate in the agricultural sector.
Khoza noted that Mashatile would touch on the importance of land reform for South Africa’s economic growth and stability, especially as the country works to overcome challenges related to poverty and food insecurity.
