Department of Correctional Services
By Thobeka Makume
The Department of Correctional Services (DCS) is gearing up to launch an innovative Skills Development Programme this Thursday, targeting victims of crime, parolees, and probationers. This initiative is designed to equip participants with market-related skills and vocational training, paving the way for their rehabilitation and successful reintegration into society.
Empowering Through Skills and Training
The programme, a collaborative effort with the Ekurhuleni Artisans and Skills Training College in Kempton Park, Johannesburg, will provide accredited trade-related training to 100 selected participants from the greater Johannesburg area. Funded by the Safety and Security Sector Education and Training Authority (SASSETA), the six-month programme focuses on practical, high-demand skills such as:
- Plumbing
- Welding
- Electrical work
- Bricklaying
- Air conditioning
- Refrigeration
Upon completion, participants will receive trade certificates, enhancing their chances of securing meaningful employment or launching their own businesses. According to the DCS, “The programme is designed not only to enhance employability but also to foster entrepreneurial opportunities among its beneficiaries.”
A Dual Focus on Offenders and Victims
This initiative stands out for its inclusive approach, targeting both those who have been in conflict with the law and victims of crime. For parolees and probationers, the training offers a chance to break the cycle of recidivism by providing them with marketable skills to overcome employment barriers and societal stigma. For victims, it provides an opportunity to regain financial independence and rebuild their lives, contributing to a broader vision of community healing and restoration.
Business Community Engagement
The launch event will feature a keynote address by Correctional Services National Commissioner Makgothi Thobakgale, who will call on the business community to play a vital role in the programme’s success. He will highlight the importance of offering employment opportunities to graduates of the programme, stating, “This may see businesses open their doors to employ those that have been in conflict with the law and those that have suffered as a result of criminal activities.” This appeal underscores the need for collective support to ensure the reintegration of participants into the workforce and society.
A Step Toward Social Reintegration
The partnership with Ekurhuleni Artisans and Skills Training College brings expertise and hands-on training to the table, ensuring participants gain practical experience that meets industry standards. By offering accredited qualifications, the programme not only boosts employability but also empowers individuals to pursue entrepreneurial ventures, potentially stimulating local economies.
The DCS views this initiative as a cornerstone of its efforts to reform the correctional system, reduce crime, and promote social justice. By investing in skills development, the programme aims to create a safer, more inclusive society where former offenders and victims alike can thrive.
