Correctional Services Launches Probe into Alleged Special Treatment of Wealthy Inmates at Westville Correctional Centre

The Department of Correctional Services (DCS) in South Africa has initiated an investigation into allegations of preferential treatment for wealthy inmates at Westville Correctional Centre, specifically targeting Durban businessman Thoshan Panday. National Commissioner Makgothi Thobakgale has appointed a Deputy Commissioner to lead the investigation, focusing on whether any prisoners, including Panday, have received privileges that contradict DCS policies.

Panday, who is currently held on multiple fraud charges linked to tax violations and corruption, has previously been denied bail, with authorities expressing concerns over his credibility and flight risk. His recent history includes violations of bail conditions, including the use of false documents to travel internationally despite restrictions. This background has heightened scrutiny regarding his treatment in detention, particularly amidst accusations that some high-profile inmates might be granted undue privileges at the facility.

The DCS has emphasised its commitment to fairness and equal treatment for all incarcerated individuals, regardless of their socio-economic status. The investigation will not only address these specific allegations but will also review the facility’s standard operating procedures to ensure alignment with principles of integrity and impartiality across all 243 correctional facilities in South Africa.

This investigation underscores the DCS’s stance on maintaining a transparent and accountable correctional system, especially at a time when public trust in institutional fairness remains paramount. If these allegations are substantiated, the findings could lead to broader reforms in the management and operational policies within South Africa’s correctional facilities.
