The City of Tshwane is grappling with a significant and costly challenge: the proliferation of sinkholes, particularly in the Centurion area. Recent heavy rains have exacerbated the situation, with the city now monitoring approximately 60 sinkholes. The most notable of these is the massive sinkhole on Clifton Avenue, measuring about 107 meters wide and 20 meters deep, which has already forced the evacuation of two homes. 

Financial Constraints and Appeals for Assistance

Addressing these sinkholes requires substantial financial resources, which the city currently lacks. Shared and Corporate Services MMC Kholofelo Morodi highlighted the city’s financial struggles, citing competing needs such as providing essential services like water and electricity, settling bills with Eskom and Rand Water, and ensuring employee salaries are paid. Past mismanagement has left Tshwane cash-strapped and struggling with revenue collection. 

In light of these challenges, the metro is appealing to the national government for assistance. A report has been submitted to the National Disaster Management Centre, seeking a declaration of the sinkhole crisis as a national disaster. Such a declaration would unlock vital financial aid and resources to address the issue. 

Recent Developments

The situation continues to deteriorate. On February 18, 2025, a new hole began forming on DF Malan Avenue in Lyttelton, Centurion. By the following day, it had expanded significantly, raising concerns among residents about the potential for another sinkhole. City officials and geologists are currently assessing the formation to determine its extent and necessary interventions. 

Budgetary Challenges

The financial burden of repairing sinkholes is immense. In January 2025, the city faced a repair bill exceeding R100 million to address widespread sinkholes, particularly in Region 4. Despite the urgency, budget allocations have been insufficient. In the 2023 municipal budget, funds for sinkhole repairs were slashed by 50%, from R30 million to R15 million annually. This reduction has severely limited the city’s capacity to address the growing number of sinkholes.  

Community Impact

The prevalence of sinkholes has significantly impacted local communities. Residents express concerns over safety, property damage, and disruptions to daily life. In some instances, community associations have taken matters into their own hands. The Irene Landowners Association, for example, raised over R470,000 to repair a sinkhole on a vital thoroughfare used by over 20,000 commuters daily. 

Geological Factors

Centurion’s susceptibility to sinkholes is primarily due to its geological composition. Much of the area is underlain by dolomite rock, which dissolves over time when it comes into persistent contact with water. This dissolution creates underground cavities, leading to surface instability and the formation of sinkholes. Decaying water, sewerage, and storm-water infrastructure exacerbate the problem by increasing water infiltration into the ground.
