China’s President Xi Jinping is sending a high-ranking envoy to represent Beijing at Donald Trump’s January 20 inauguration as the next President of the United States. This strategic move signals China’s cautious approach in dealing with Trump, known for his unpredictable rhetoric on China, while aiming to maintain diplomatic ties during the transition.
Reports indicate that the Chinese government is considering sending one of its top officials, such as Vice President Han Zheng, Foreign Minister Wang Yi, or Politburo member Cai Qi, to lead the delegation. Trump’s team reportedly expects a figure more prominent than “just the foreign minister,” reflecting the heightened significance of this diplomatic engagement.
China’s Calculated Gesture
Beijing’s decision to send an envoy instead of Xi Jinping himself underscores its intention to balance maintaining cordial relations with avoiding potential risks. Analysts suggest that Xi is playing it safe by steering clear of the public unpredictability that often accompanies Trump’s actions and statements.
“China’s approach is a calculated ‘we care, but not too much’ gesture. Sending a senior envoy signals respect for the U.S.-China relationship without exposing President Xi to unnecessary diplomatic risks,” said international relations expert Dr Liu Jiang.
Easing Tensions with U.S. Hawks
China’s move to send a high-ranking official also seeks to address growing tensions with prominent U.S. China hawks, including Senator Marco Rubio and Representative Mike Waltz. Both have been critical of Beijing’s policies on trade, human rights, and Taiwan, advocating for tougher measures against China.
By sending a respected envoy, Beijing hopes to demonstrate its willingness to engage constructively while avoiding unnecessary confrontation.

Vice President Han Zheng

Wang Yi, who has been at the forefront of China’s foreign diplomacy, is another likely candidate. However, some believe his presence may fall short of the expectations reportedly communicated by Trump’s team for a more senior figure.
Politburo Member Cai Qi
Cai Qi, a prominent figure within the Chinese Communist Party, could represent Beijing as a heavyweight in Chinese politics. His presence would indicate China’s seriousness about its relationship with the U.S.
Why Xi Jinping Is Staying Away
Xi Jinping’s decision not to attend the inauguration in person reflects a broader strategy of avoiding direct exposure to potential diplomatic pitfalls. Trump’s unpredictability, particularly in public settings, poses risks that Beijing is unwilling to take.
“The possibility of public humiliation or an unexpected move by Trump is something China is keen to avoid. By sending an envoy, Beijing ensures a controlled and measured engagement,” said political analyst Professor Zhang Wei.

If Beijing sends a Politburo heavyweight or vice president, it could be seen as a positive signal of China’s willingness to engage. Conversely, a lower-level delegation may reinforce perceptions of indifference or reluctance on Beijing’s part.

Within China, Xi’s decision to delegate this responsibility is viewed as a wise move, prioritising national interests over personal engagement. State media have portrayed the gesture as one of goodwill, emphasising Beijing’s commitment to diplomacy while protecting its leadership’s integrity.
“President Xi’s approach reflects the wisdom of focusing on substance over ceremony. Sending a senior envoy aligns with China’s long-term strategy for U.S.-China relations,” wrote Global Times, a Chinese state-affiliated publication.
