CAPE TOWN – Chairperson of the Parliament Portfolio Committee on Police, Ian Cameron, has strongly condemned the actions of Deputy President Paul Mashatile’s bodyguards after a Khayelitsha resident was forcibly removed from his home during a door-to-door campaign. The incident, captured on video and widely circulated on social media, has reignited concerns about the abuse of power by VIP protection officers.

Incident Overview

The altercation occurred during the Deputy President’s visit to Khayelitsha, Cape Town, on Tuesday as part of the ANC’s mobilisation efforts ahead of its 113th-anniversary celebration rally. While Mashatile was visiting a local residence, a family member returned to the house and ordered the entire delegation, including the Deputy President, his bodyguards, and ANC members, to leave immediately.

The video footage shows members of the Presidential Protection Unit (PPU) physically removing the man from his home as he yelled, “Everyone must leave the house!!” It later emerged that the officers were unaware the man was a family member of the household.

Deputy President Mashatile’s Apology

Deputy President Mashatile has since issued an apology to the family, acknowledging the unfortunate misunderstanding:
“Thank you for allowing us in your home. We are sorry about what happened to your son being pushed [by the VIP protectors]. They were not aware he was from this house.”

Mashatile reiterated his commitment to respectful community engagements, stating that the incident did not reflect the intentions of the ANC’s campaign efforts.

Ian Cameron’s Strong Condemnation

Chairperson Ian Cameron criticised the incident, calling for accountability and better training for VIP protection officers. He stated:
“While the chairperson acknowledges that ensuring the security of the protectee is paramount, it should be done within reason and the confines of the law. Also, the incident puts into question the security protocols around a VIP and whether those protocols are followed.”

Cameron added that incidents like these highlight the need for effective training to prevent abuse of power:
“Ordinary citizens are then prevented from accessing their elected representatives by these security officials, which then raises the question of who the public representatives are really representing.”

The Portfolio Committee on Police has pledged to hold the SAPS VIP Protection Unit accountable. Cameron announced plans for a meeting to assess the progress of disciplinary proceedings against eight VIP officers involved in a separate assault case on the N1 highway in Johannesburg in 2023.

Previous Controversies Surrounding Mashatile’s Security Detail

This is not the first time Deputy President Mashatile’s bodyguards have been involved in misconduct. In July 2023, members of his VIP protection unit were filmed assaulting motorists on the N1 highway in Johannesburg, leading to a public outcry and ongoing legal proceedings.

During the court proceedings, one of the eight officers revealed that Mashatile was part of the convoy during the incident, raising questions about his role and knowledge of the events. The case remains unresolved, with critics questioning the accountability mechanisms within the SAPS VIP Protection Unit.

Khayelitsha Visit in Context

Mashatile’s visit to Khayelitsha was part of the ANC’s mobilisation programme to engage with local communities and address service delivery issues. Khayelitsha, one of South Africa’s largest townships, has long struggled with inadequate infrastructure, high unemployment rates, and crime.

During his visit, Mashatile emphasised the ANC’s commitment to improving living conditions in the area:
“We want to make sure the people of Khayelitsha, like others in the Western Cape, get a better life because we know the ANC is not in charge of the Western Cape and the government of the province is neglecting areas such as Khayelitsha.”

However, the incident involving his bodyguards overshadowed the visit, drawing attention away from the party’s objectives and raising questions about the ANC’s approach to community engagement.

Criticism from Civil Society

The altercation has drawn widespread criticism from civil society organisations, with many calling for systemic reforms within the SAPS VIP Protection Unit. Dr. Johan Burger, a senior researcher at the Institute for Security Studies (ISS), emphasised the importance of rebuilding trust between citizens and law enforcement:
“These repeated incidents of misconduct by VIP protection officers erode public confidence in law enforcement agencies. There is an urgent need for accountability and transparency to restore trust.”

ANC Campaign Challenges in the Western Cape

The ANC has faced significant challenges in its Western Cape campaign, including logistical hurdles and a lack of strong voter support. The Khayelitsha incident is seen as a setback for the party, which aims to mobilise residents ahead of the January 8 Statement rally at Mandela Park Stadium.

Mashatile’s door-to-door activities have been a key component of the ANC’s strategy to reconnect with voters in the province. However, the controversy surrounding his security detail risks undermining these efforts.

Calls for Accountability and Reform

The SAPS VIP Protection Unit has faced growing scrutiny in recent years due to multiple incidents of misconduct. Critics argue that the lack of accountability has emboldened officers to abuse their authority.

The Democratic Alliance (DA) has called for an independent investigation into the Khayelitsha incident. DA Shadow Minister of Police Andrew Whitfield stated:
“The safety and dignity of ordinary South Africans must not be compromised by those entrusted with protecting our leaders. Accountability is non-negotiable.”

Systemic Issues Within SAPS VIP Protection Unit

Policing experts have identified systemic issues within the SAPS VIP Protection Unit, including inadequate training, poor oversight, and a lack of disciplinary action for misconduct. These issues have contributed to a culture of impunity, undermining the unit’s credibility and effectiveness.

Ian Cameron has stressed the need for comprehensive reforms to address these challenges, including stricter oversight mechanisms and enhanced training programmes for officers.

Public Perception of Political Leadership

The Khayelitsha incident has also reignited debates about the relationship between political leaders and the communities they serve. Critics argue that incidents like these reflect a disconnect between elected officials and the people they represent.

Political analyst Ralph Mathekga commented:

“This incident raises important questions about the priorities of political leaders. Are they truly committed to serving the people, or are they more concerned with maintaining their own security and status?”
