A significant consequence of the U.S. aid suspension is its effect on health programs, particularly those targeting HIV/AIDS. South Africa, which has the highest number of people living with HIV globally, relies heavily on funding from the President’s Emergency Plan for AIDS Relief (PEPFAR). The suspension of this aid has led to disruptions in treatment and prevention services, especially in provinces like KwaZulu-Natal, where HIV prevalence is notably high. Mokonyane voiced concern over the potential reversal of progress made in combating the HIV/AIDS epidemic and called for alternative strategies to support affected communities.

Domestic and International Responses

Domestically, the Expropriation Act has faced legal challenges, notably from the Democratic Alliance (DA), which argues that the law is unconstitutional. Internationally, the U.S. administration, influenced by figures such as Elon Musk, has criticized the Act, alleging discrimination against white landowners. Mokonyane refuted these claims, stating that the Act aims to address systemic inequalities and is not targeted at any specific racial group. She also highlighted that South Africa’s foreign policy decisions, including its stance on Israel, are guided by principles of human rights and justice, and should be respected by other nations.
