In a recent announcement by the African National Congress (ANC) Free State, Isaac Ngozo, the current Deputy Regional Secretary of the Fezile Dabi Region, has been appointed as the Acting Regional Secretary.
This decision comes after a controversial and unlawful appointment of ordinary REC Member Phillip Kganyago as Acting Regional Secretary by the Fezile Dabi Regional Executive Committee.
The appointment of Ngozo follows the unfortunate passing of the previous Regional Secretary, Thabo Mabasa Sehlabo.
As per the ANC Free State Provincial Secretary Polediso Motsoeneng, the decision to appoint Ngozo is in line with the ANC Constitution.
The ANC Free State Provincial Secretary, Polediso Motsoeneng, on behalf of the Provincial Executive Committee (PEC), addressed the issue in a letter to the Fezile Dabi REC.
In the letter, Motsoeneng refers to the ANC Constitution and highlights the relevant rules that guide the functioning of ANC structures.
“According to Rule 19.9.12 of the ANC Constitution, the PEC has the responsibility to ensure that the Provincial, Regional, Branch, and other structures of the ANC in the Province function democratically and effectively. This includes organizing, establishing, and servicing branches in the Province, as well as supervising the work of the Regions.”
“Rule 19.9.19 further emphasizes the obligations of the PEC to take all necessary steps for the fulfillment of the aims and objectives of the ANC in the Province and the performance of its duties. In other words, the PEC has the authority to ensure that ANC activities are conducted in line with the organization’s principles.”
“The ANC Constitution also outlines the powers of the REC. According to Rules 21.9 and 21.10, the REC is accountable to the PEC for its functioning, and its powers are delegated by the PEC. This means that the REC does not have the authority to appoint any member as the Acting Regional Secretary without the approval of the PEC.”
“In light of these constitutional provisions, Motsoeneng declared the appointment of Phillip Kganyago as the Acting Regional Secretary null and void ab initio. The decision by the Fezile Dabi REC to make this appointment was not in compliance with the ANC Constitution.”
“To rectify the situation, the PEC resolved in their meeting on September 4th, 2023, to instruct the region to review its decision. Instead of appointing an ordinary REC member like Kganyago, the letter states that Isaac Ngozo, the current Deputy Regional Secretary, will assume the role of Acting Regional Secretary. This decision aligns with the ANC Constitution, as the Deputy Regional Secretary is a suitable candidate to fill the vacancy left by the late Thabo Mabasa”
The letter concludes by informing the Fezile Dabi REC that Ngozo will act as the Regional Secretary until the Regional General Council (RGC) is convened to fill the vacant position permanently. It also extends condolences to the late Thabo Mabasa, expressing respect for his memory.
