Free State Legislature Invites Public Input on Division of Revenue Bill [B15–2025] as the Portfolio Committee on Public Accounts and Finance prepares to host a virtual public hearing on 5 December 2025. The hearing aims to engage communities, institutions, and stakeholders on the equitable distribution of national revenue for the 2025/26 financial year.
The hearing, which will be held on the Microsoft Teams virtual platform at 09h00, is spearheaded by Hon. M.D. Khoabane, Chairperson of the Portfolio Committee on Public Accounts and Finance. The call for public submissions is supported by Hon. M.A. Dukwana, Speaker of the Free State Legislature.
Purpose of the Bill
The Division of Revenue Bill [B15–2025] is a key financial instrument that facilitates the allocation of national revenue to the three spheres of government—national, provincial, and local—for the upcoming financial year.
According to the notice issued by the Legislature, the primary objective of the Bill is to:
- Ensure equitable division of revenue raised nationally among the national, provincial, and local spheres of government;
- Determine each province’s equitable share of national revenue;
- Set out the allocations to local municipalities and provincial governments;
- Outline the responsibilities of all three spheres in terms of the allocations;
- Provide for any additional matters connected to the equitable division and allocation of state funds.
This legislative process is central to the national budgeting cycle and is critical to ensuring that all regions, regardless of size or capacity, receive fair and just allocations to support service delivery and development goals.
Call for Public Participation
The Free State Legislature is strongly encouraging public involvement. As part of its constitutional obligation to foster participatory democracy, it is inviting stakeholders from all sectors of society to comment on the Bill.
These stakeholders include:
- Ordinary members of the public
- Civil society organisations
- Non-profit organisations
- Institutions of higher learning
- Community-based organisations
- Civil servants’ associations
- Local municipalities and district authorities
- Business chambers and cooperatives
The public has been given the opportunity to make both written and/or oral submissions, with the deadline for submissions set at Tuesday, 1 July 2025.
